REGARDING ‘EXPANSION OF CITY GAS DISTRIBUTION NETWORK’ ASKED

(a) to (e) Providing Piped Natural Gas (PNG) connections and establishment of Compressed
Natural Gas (CNG) stations are part of the development of City Gas Distribution (CGD)
Network and the same is carried out by the entities authorized as per their Minimum Work
Programme (MWP) targets provided by Petroleum and Natural Gas Regulatory Board
(PNGRB). After completion of 12/12A CGD bidding round, PNGRB has authorized entities
for the development of CGD network in 307 Geographical Areas (GAs), covering the entire
mainland area for the development of CGD network across the country.
As per MWP targets, authorised entities have to provide approximately 12.6 crore
PNG domestic (PNG(D)) connections and set up 18,336 CNG Stations by 2034, including in
tier-2 and tier-3 cities. As on 31.05.2025, the authorized entities have provided more than
1.50 crore PNG Domestic (PNG (D)) connections and established more than 8000 CNG
Stations.The GA wise PNG connections and CNG Stations are at Annexure.
GAIL (India) Limited is implementing 317 Km long Nagpur Jabalpur Natural Gas
Pipeline as a part of Mumbai-Nagpur-Jharsuguda Pipeline (MNJPL), which is passing
through Chhindwara, Pandhurna, Seoniand Jabalpur districts of Madhya Pradesh. The
pipeline is being laid (including through agricultural land / farmers field) in accordance with
the provisions of the Petroleum and Minerals Pipelines (Acquisition of Right of User in
Land) Act, 1962 (P&MP Act).
P&MP Act, allows the Central Government or State Government or any corporation
to acquire the Right of User (RoU) in the land for laying of pipeline. The process generally
involves notification of the intent to acquire RoU, hearing of objections from any person
interested in the land, declaration of RoU acquisition,and compensation to be paid to the
interested parties for the use of their land.
Under the P&MP Act, compensation is paid to the person interested in land under
which pipeline is laid, for any damage, loss or injury to such person as per the amount
determined by competent authority. This determination includes enquiring the yield of crops,
trees and fruits, etc., requisition of market value of crop, timber, wood, fruit, etc. and getting
other losses assessed from specified agency. Further, the Act also mandates payment of
compensation calculated at 10% of market value of the land to the person whose right of
enjoyment in any land has been affected in any manner.
No subsidy or incentive is currently provided by Government for consumers
switching from LPG to PNG.
