EXPANSION OF NATURAL GAS INFRASTRUCTURE

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the present status of the Government's target to increase the share of natural gas in India's energy
mix;
(b) the details of the progress made in expanding the National Gas Grid and City Gas Distribution
(CGD) network during the last three years, year-wise and State/UT-wise; and
(c) the challenges being faced in achieving universal access to piped natural gas (PNG) and
compressed natural gas (CNG)?

(a) to (c): As per Energy Statistics 2026 released by the Ministry of Statistics and Programme
Implementation (MoSPI), Government of India, the share of natural gas in India's total primary
energy supply was 7.12% (provisional) during Financial Year 2024–25. For increasing the share of
natural gas in the energy basket, Government has taken various steps which inter-alia, include
expansion of National Gas Grid Pipeline, expansion of City Gas Distribution (CGD) network, setting
up of Liquefied Natural Gas (LNG) Terminals, allocation of domestic gas to Compressed Natural
Gas (Transport)/ Piped Natural Gas (Domestic) CNG (T)/PNG(D) on priority, allowing marketing
and pricing freedom with a ceiling price to gas produced from high pressure/high temperature areas,
deep water & ultra-deep water and from coal seams, Sustainable Alternative Towards Affordable
Transportation (SATAT) initiative to promote Compressed Bio Gas (CBG) etc.
The National Gas Grid expansion is a continuous process. PNGRB authorizes entities to lay, build,
operate and expand Natural Gas Pipelines (NGPL) across the country. The progress made in
expansion of the National Gas Grid during the last three years is at Annexure-I.
Providing Piped Natural Gas (PNG) connections and establishment of Compressed Natural Gas
(CNG) stations is part of the development of City Gas Distribution (CGD) Network, which inter aliainclude creation of pipeline infrastructure and other facilities for the supply of PNG to domestic,
commercial and industrial units and CNG to transport sector is being carried out by the entities
authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). The details of State/UT-wise
CNG stations & DPNG connections progress for last three years is at Annexure-II.
As informed by authorized CGD entities, challenges in achieving universal access to PNG and CNG,
inter-alia, include:
(i) High capital investment requirements for development of CGD infrastructure, particularly
in sparsely populated and remote areas.
(ii) Delay in obtaining statutory permissions/Right of Use (RoU)/Right of Way (RoW) and
other approvals from various Central, State and local authorities for laying pipelines and
establishing CNG stations.
(iii) Land availability for installation of CNG stations, City Gate Stations (CGS) and other
associated infrastructure.
(iv) Availability and timely connectivity to the Natural Gas pipeline network, especially in
areas where trunk pipeline infrastructure is under development.
(v) Geographical and terrain-related constraints, including hilly, forest, coastal and difficult-
to-access areas, which increase project complexity and cost.
