SAJDA AHMED: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government has assessed the shortage in public transport capacity in urban and semi-urban areas across the country, if so, the details thereof; (b) whether austerity measures and budget constraints have affected the expansion and maintenance of public transport services, if so, the details thereof; (c) the details of funds allocated and utilized for strengthening public transport during the last three years, State-wise including West Bengal; and (d) the steps taken by the Government to improve affordable and efficient public transport infrastructure? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a)&(b) Urban Transport is a part of Urban planning which is aState subject. Therefore, respective State Governments are responsible for planning, execution and management of urban transport system including financial planning and assessment of shortage in public transport capacity. However, Government of India has issued National Urban Transport Policy, 2006, Metro Rail Policy 2017, Transit Oriented Development (ToD) policy 2017 and other policy guidelines for planning and management of urban transport systems by Urban Local Bodies(ULBs)/States/Union Territories. As on date, about 1,159 km of Metro Rail network is operational, including 82.15 km of the Delhi–Meerut Regional Rapid Transit System. (d) Since 2024, about 383 km of metro rail network at the estimated completion cost of Rs 1,59,109.56 Crore have been sanctioned.
