SUPRIYA SULE: SHRI MOHITE PATIL DHAIRYASHEEL RAJSINH: Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state: (a) the value of exports from Maharashtra along with the State’s share in India’s total exports and sector-wise details, including automobiles, pharmaceuticals, textiles, petroleum and engineering goods during each of the last three years; (b) whether the Government has identified priority export sectors in Maharashtra for enhancing global competitiveness and value addition and if so, the details thereof; (c) the steps taken to address logistics bottlenecks, port infrastructure gaps and high transaction costs faced by exporters in Maharashtra; (d) whether any special incentives or export promotion schemes are proposed for Maharashtra-based exporters to sustain growth and reduce the trade deficit; (e) whether the Government has assessed district-wise export potential and MSME participation in Maharashtra and taken steps to integrate them with global value chains; and (f) if so, the details thereof? (b) to (f) The major initiatives taken by government for enhancing exports in the country including the State of Maharashtra are as below: (i) The Export Infrastructure Division of Department of Commerce, Government of India is implementing a scheme namely 'Trade Infrastructure for Export Scheme (TIES)', a Central Sector Scheme w.e.f. F.Y. 2017-18, with the objective of assisting Central and State Government agencies in the creation of appropriate infrastructure for growth of exports. Under the scheme, financial assistance in the form of grant-in- aid has been provided to Maharashtra for establishing the facility for analysis of origin and authenticity of various food products in Mumbai. (ii) The Districts as Export Hubs (DEH) initiative under Directorate General of Foreign Trade (DGFT), an attached office under Department of Commerce, Government of India, seeks to harness the export potential and unique identity of each district by promoting exports of identified goods and services, including Geographical Indication (GI) products, agricultural clusters, and toy clusters. Institutional mechanisms in the form of State Export Promotion Committees (SEPCs) at the State/UT level and District Export Promotion Committees (DEPCs) at the district level have been constituted to facilitate export promotion and address bottlenecks affecting export growth. (iii) The Export Promotion Mission (EPM), approved by the Union Cabinet with DGFT as implementing agency will provide a comprehensive, flexible, and digitally driven framework for export promotion, with a total outlay of Rs.25,060 crore for FY 2025–26 to FY 2030–31. The Mission proposes to address key bottlenecks faced by Indian exporters, especially MSMEs. It aims to strengthen access to affordable and inclusive trade finance, addressing non-financial barriers that enhance export quality and compliance with global standards, as well as provide logistics support and institutional export support. EPM marks a strategic shift from multiple fragmented schemes to a single, outcome-based, and adaptive mechanism designed to directly address structural challenges, including limited and expensive trade finance access and the high cost of compliance with international export standards. The Mission will operate through two integrated sub-schemes: 1. NIRYAT PROTSAHAN – focuses on improving access to affordable trade finance for MSMEs through a range of instruments such as interest subvention, export factoring, collateral guarantees, credit cards for e-commerce exporters, and credit enhancement support for diversification into new markets. 2. NIRYAT DISHA – focuses on non-financial enablers that enhance market readiness and competitiveness, including export quality and compliance support, assistance for international branding, packaging, and participation in trade fairs, export warehousing and logistics, inland transport reimbursements, and trade intelligence and capacity-building initiatives. ***** 2ANNEXURE ANNEXURE REFERRED TO IN REPLY TO PART (A) OF LOK SABHA UNSTARRED QUESTION NO.4123 FOR ANSWER ON 17.03.2026.
