EXPORTS OF ALPHONSO MANGOES

Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased
to state:
(a) whether the Government is aware that exports of Maharashtra’s renowned Alphonso
mangoes have been severely affected during 2026 due to extreme weather
conditions, regulatory restrictions in key importing countries, and rising logistics
costs, if so, the details thereof;
(b) whether unseasonal heatwaves and erratic climatic conditions in the Konkan region,
particularly Ratnagiri and Sindhudurg districts, have caused substantial crop losses
and reduced exportable surplus, if so, the details thereof;
(c) whether countries such as Japan and Nepal have imposed restrictions on Indian
mango imports citing quarantine, treatment protocol and pesticide residue concerns
and if so, the details thereof;
(d) whether escalating air freight and shipping charges, coupled with disruptions in West
Asian trade routes, have adversely affected Maharashtra exporters, if so, the details
thereof; and
(e) the steps taken by the Government to restore market access, strengthen export
compliance infrastructure, provide financial assistance to affected growers and
exporters, and promote new export destinations for Alphonso mangoes from
Maharashtra?

(a), (b), (d) & (e) The Government of Maharashtra has reported damage to the Alphonso
Mango crop in the Konkan region, particularly Ratnagiri and Sindhudurg districts, due to
1unseasonal heatwaves and erratic climatic conditions, impacting mango production and
availability of quality produce for exports.
Further, exporters have reported disruptions in terms of increased freight rates, imposition
of war-risk surcharges, container shortages, delays in shipment schedules, and congestion
at ports due to the Geo-political situation in West Asia and Middle East.
To support the exporters, including exporters from Maharashtra, Government has
implemented RELIEF – Resilience & Logistics Intervention for Export Facilitation under the
Export Promotion Mission (EPM), through the Export Credit Guarantee Corporation of India
(ECGC) and includes support for insured exporters, facilitation of insurance cover for
upcoming shipments, and reimbursement assistance for eligible MSME exporters facing
extraordinary freight and insurance surcharge burdens on shipments to the affected West
Asia region.
The Department of Commerce through the Agricultural and Processed Food Products
Export Development Authority (APEDA) provides financial assistance to exporters, for
export promotion of its Scheduled products, including of Mangoes, through its Financial
Assistance Scheme (FAS). The scheme through its components viz., Development of
Export Infrastructure, Quality Development and Market Development enables market
access, strengthens export compliance infrastructure, and facilitates expansion of exports
to new destinations.
The Government has been working towards expanding the footprint of Indian Mangoes,
including Alphonso mangoes and as a result the number of countries to which Alphonso
mangoes are being exported has increased from 24 in 2020-21 to 34 countries in the
current financial year (2026-27). Promotion events for Mangoes, have been conducted in
more than 15 countries such as USA, Belgium, UAE, Germany, Iceland, Czech Republic,
Switzerland, Saudi Arabia, Australia, France, Brunei, Qatar, Italy, Russia etc so as to
expand the footprint of Mangoes produced in India, including from Maharashtra.
(c) There are no restrictions on Mango exports to Nepal. Government of Nepal has clarified
that imports of mangoes are permitted subject to the prescribed phytosanitary
requirements. With respect to Japan, in the 2026 pre-season inspection of Indian facilities
by the Ministry of Agriculture, Forestry and Fisheries (MAFF), Japan, certain issues were
raised by Japan, which have been addressed by the National Plant Protection Organization
(NPPO) India. The National Plant Protection Organization (NPPO), remains engaged with
the Ministry of Agriculture, Forestry and Fisheries (MAFF), Japan to resolve the issues
flagged by the Japanese side for the resumption of exports of Mangoes to the Japanese
market.
