state:
(a) the details of the Extended Producers Responsibility (EPR) initiative implemented by
the Government;
(b) the details of the Producers, Importers and Brand Owners (PIBOs) registered under the
Government run EPR portal during the last three years, year and State-wise;
(c) the details of the plastic waste generated and recycled by the Producers, Importers and
Brand Owners (PIBOs) under the EPR initiative during the last three years, company,
year and State-wise;
(d) whether the Government has taken any punitive action against the companies which are
found to be negligent in discharging their responsibilities during plastic waste recycling
under the EPR; and
(e) if so, the details thereof and if not, the reasons therefor

(a): The Ministry of Environment, Forest and Climate Change have notified Extended
Producer Responsibility (EPR) framework for the following waste streams:
Plastic packaging waste notified in February, 2022
Waste tyres notified in July, 2022
Battery waste notified in August, 2022
E-waste notified in November, 2022
Used oil notified in September, 2023
End-of-life vehicles notified in January, 2025
Construction and Demolition waste notified in April, 2025
Non-ferrous metal scrap notified in July, 2025(b): The total Producers, Importers and Brand Owners (PIBOs) registered on the
Centralized EPR portal on plastic packaging is 51,355, till date, of which, 22,974 PIBOs are
registered with concerned SPCBs/PCCs. The state-wise details of registered PIBOs is at
Annexure-I. The total Producers registered on the EPR portal for battery waste management is
3606. The state-wise and year-wise details of registered producers for battery waste
management is at Annexure-II. The total Producers registered on the EPR portal for used oil
management is 48. The state-wise details of registered producers for used oil management is
at Annexure-III. The total Producers registered on the EPR portal for management of waste
tyre is 247. The state-wise details of registered producers EPR portal for management of waste
tyre is at Annexure-IV. The total Producers registered on the EPR portal for E-waste
management is 9163. The state-wise details of registered producers for E-waste management
is at Annexure-V.
(c): One hundred and fifty three lakh tons of plastic packaging waste has been
processed by registered plastic waste processors, since 2022. As per available information,
the plastic packaging waste covered under EPR obligation of registered PIBOs and the plastic
packaging recycled under fulfilment of their EPR obligations, year-wise, is given in table
below:

(d) & (e): The Central Pollution Control Board has taken the following steps against the
defaulting PIBOs/Plastic Waste Processors (PWPs:
(i) Directions have been issued to the State Pollution Control Board (SPCB) / Pollution
Control Committee (PCC) to revoke Consent of PWPs who are not registered on
EPR Portal.
(ii) Directions has been issued on 26.10.2023 to SPCBs of Gujarat, Maharashtra, and
Karnataka, to levy Environmental compensation (EC) corresponding to the quantum
of EPR certificates generated not in conformity with the stipulated requirements for
operating on Centralized EPR portal and also to take necessary actions as per
applicable law against the violating PWPs
(iii) Directions has been issued on 20.11.2023 to SPCBs/PCCs to re-check processing
facilities of Registered PWPs in their state & regularly monitor EPR Certificate
generation process of the Registered PWPs ensuring that EPR Certificates generated
by PWPs are in accordance with requirements prescribed in CPCB guidance manual
registered on the ERP portal in accordance with the clause 12.4 of EPR guidelines.
(iv) Show Cause Notice (SCN) has been issued to 14081 PIBOs on 30.12.2024 under
section 5 of the Environment (Protection) Act, 1986 for non-fulfilment of EPR
obligations within stipulated timeframe for the FY 2022-23 & FY 2023-24.
(v) Directions have been issued to SPCBs/PCCs dated 14.01.2025, 21.02.2025 & 8-04-
2025, respectively, for taking necessary action against 90 defaulting PWP Units as
per CPCB Audit findings.
(vi) Show Cause Notice (SCN) issued on 08.04.2025 to 11 PWPs for adopting malafide
practices in EPR Certificate Generation process.
