Parliament Question: Faculty appointments in Jawaharlal Nehru University

GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF HIGHER EDUCATION RAJYA SABHA UNSTARRED QUESTION NO. 4180 ANSWERED ON 01.04.2026 Faculty appointments in Jawaharlal Nehru University 4180 Shri Abdul Wahab: Will the Minister of EDUCATION be pleased to state: (a) the details of faculty appointments made in various Schools and Centres of Jawaharlal Nehru University (JNU) during the last five years, School-wise/Centre-wise and year-wise; (b) the number of vacancies notified, the number of candidates selected against each notified post and the category-wise details thereof; (c) the highest educational qualifications and academic credentials of the selected candidates, post-wise; (d) the Academic Performance Indicator (API) scores or equivalent evaluation scores secured by the selected candidates at the time of selection; and (e) whether any complaints or representations regarding faculty appointments during the said period have been received and the action taken thereon? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (e): Jawaharlal Nehru University (JNU) is a statutory autonomous organization established under an Act of Parliament and governed by the Jawaharlal Nehru University Act, 1966 and the Statutes and the Ordinances made thereunder. Occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to promotion, retirement, resignation and additional requirements on account of enhanced students’ strength etc. Ministry of Education and University Grants Commission (UGC) regularly monitor the institutions for filling the vacant posts. From September 2022, all Central Universities have undertaken recruitment drive in mission mode to fill the vacancies. Till 24.01.2026, JNU has filled more than 380 teaching positions including 66 SC, 38 ST, 90 OBC and 2 EWS. The UGC launched a unified recruitment portal i.e. CU-Chayan on 02.05.2023 to provide a common platform for listing of vacancies/ advertisements/ jobs across all Central Universities. The Central Universities have also been instructed to publish rolling advertisements on their websites throughout the year to address the difficulties faced in getting eligible candidates. The faculty appointments in Central Universities including JNU are made as per the concerned Act/Statute of the University and the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018. These Regulations prescribe the eligibility qualifications required for appointment of teachers. These guidelines also provide the academic/research scores for eligibility for faculty appointment in universities and colleges, which in case of Assistant Professors, are to be considered for shortlisting of candidates for interview only, and the selection is based on the performance in theinterview. In case of Associate Professor and Professor, a total academic/research score of 75 and 120 respectively are the prescribed eligibility scores as per these regulations. The selected candidates are meeting the requirement of these regulations. The condition of PhD for Assistant Professor has been relaxed; however, most of the candidates recruited in the University possess the PhD degree. The University takes appropriate action to redress any complaints received regarding faculty recruitment. JNU has constituted grievance redressal committee for teachers headed by Rector-I. University has also appointed Ombudsman to redress grievances. To improve the grievance redressal, the UGC also has introduced the "e-Samadhan Online Grievance Registering System." This digital platform enables stakeholders to submit grievances, feedback, or queries in a centralized manner and ensures a timely resolution process. *****
