FARRUKHNAGAR-JHAJJAR-CHARKHI DADRI-LOHARU RAILWAY LINE
2923. SHRI DEEPENDER SINGH HOODA:
Will the Minister of RAILWAYS be pleased to state:
(a) the details of the present stage of processing of the proposed
Farrukhnagar-Jhajjar- Charkhi Dadri-Loharu new railway line including
the status of the survey, DPR preparation and inter-departmental
approvals;
(b) the details of the factors responsible for the delay in moving the project
beyond the planning stage despite its long-standing inclusion in
regional rail connectivity proposals;
(c) the details of the estimated cost, expected completion date and funding
pattern (Centre/State share) for the project;
(d) the details of the expected socio-economic benefits, including improved
mobility, trade, employment and regional connectivity in southern and
western Haryana; and
(e) whether the Government proposes a time-bound roadmap or priority
status to expedite this railway line project and integrate it with broader
rail infrastructure plans such as the South Haryana Economic Rail
Corridor and if so, the details thereof?

(a) to (e) : Farrukhnagar, Jhajjar, Charkhi Dadri and Loharu are already
connected with Railway Network.
To further improve connectivity and also provide direct connectivity,
following surveys have been taken up :-

1 Farrukhnagar – Jhajjar (25 Final Location Survey (FLS) has

Detailed Project Report (DPR). Field
Survey work has been completed.
2 Jhajjar – Charkhi Dadri – Final Location Survey (FLS) has
Loharu Jn (94 Km) New Line been sanctioned for preparation of
Detailed Project Report (DPR).
After preparation of DPR, project requires consultation with various stake-
holders including State Governments and necessary approvals viz.
appraisal of NITI Aayog, Ministry of Finance etc. As consultation with
stake-holders is a continuous and dynamic process, exact timelines cannot
be fixed.
The Haryana Orbital Rail Corridor (HORC) project (126 Km) has been taken
up by Haryana Rail Infrastructure Development Corporation Limited
(HRIDC), a Joint Venture company of State Government of Haryana (51%)
and Ministry of Railways (49%) at a cost of Rs. 5618 Cr. for development.
Patli – Manesar (7 Km.) section has been commissioned. The work in the
balance section has been taken up. The status of the project is as under:
Land Acquisition has been Completed.
Earthwork : 79 lakh cum out of 229 lakh cum has been completed
Tunnel : 02 Km out of 05 Km has been completed
Major Bridges : 02 out of 84 have been completed
Minor Bridges : 82 out of 360 have been completed
Track Linking : 19 TKM out of 315 TKM has been completed

Budget allocation for Infrastructure projects and safety works, falling
fully/partly in the State of Haryana is as under:

Projects sanctioned:
As on 01.04.2026, 09 projects (01 New Lines and 08 Doubling), covering a
total length of 711 km, costing ₹13,317 crore, falling fully/partly in Haryana
are sanctioned. The summary is as under:

Ongoing Surveys/DPRs:
In last three years 2023-24, 2024-25, 2025-26 and current financial year
2026-27, 16 surveys (06 New Line and 10 Doubling) covering a total length
of 1041 Km has been sanctioned falling fully/partly in the State of Haryana.

which include the following:
Anticipated traffic projections and remunerativeness of the
proposed route
First and last mile connectivity provided by the project
Connection of missing links and providing additional route
Augmentation of congested/saturated lines
Demands raised by State Governments/Central Ministries/Public
representatives
Railway’s own operational requirements
Socio-economic considerations
Overall availability of funds
Railway Infrastructure projects enable socio-economic development of the
region including:
Better integration of the region with other parts of the country
Faster movement of goods and services
Improving logistics efficiency
Enhance line capacity
Increase in direct and indirect employment opportunities for the
people of the region
Reduces operational bottlenecks
Development of tourism industry and increase in industrial activities
in the region.
Completion of Railway project/s depends on various factors which include
the following:
Land acquisition by State Government
Forest clearance
Shifting of infringing utilities
Page 5 of 6 Statutory clearances from various authorities
Geological and topographical conditions of area
Law and order situation in the area of project site
Number of working months in a year for particular project site etc.
All these factors affect the completion time and cost of the project/s.
