Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the total fertilizer subsidy outgo including the allocation and utilisation during
the last three financial years in the country, State/district-wise;
(b) whether the Nutrient-Based Subsidy (NBS) reforms have helped reduce the
imbalance in the Nitrogen, Phosphorus and Potassium (N:P:K) ratio in the
country, State/district-wise;
(c) if so, the details thereof including trends observed among farmers in the
country, State and district-wise;
(d) whether the adoption of nano-urea has increased among farmers, if so, the
details of such increase;
(e) whether there has been a reduction in subsidy leakages through DBT and
other monitoring mechanisms; and
(f) if so, the details thereof and its impact on the farmers?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS
(SMT. ANUPRIYA PATEL)(a): Under ‘DBT in Fertilizers’ system, 100% subsidy on various fertilizer grades is
released to the fertilizer companies, on actual sales to the beneficiaries based on
Aadhar authentication through PoS devices installed at each retail shop. All farmers
are being supplied fertilizers at the subsidized rates on no-denial basis.The details of
the total amount allocated and disbursed towards fertilizer subsidy by the Government
during the last three years i.e., from 2022-23 to 2024-25 are as follows:

(b) & (c):The Government has implemented Nutrient Based Subsidy (NBS) Scheme
w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under the policy, a
fixed amount of subsidy, decided on annual/biannual basis, is provided to
manufacturer importer on subsidized P&K fertilizers depending on their nutrient
content i.e. Nitrogen (N), Phosphorus (P), Potassium (K) and Sulphur (S). The
Nutrient-Based Subsidy (NBS) Scheme, encourages balanced fertilization of soil by
promoting basket of NPK grade fertilizers along with additional subsidy on fortification
with micronutrients like Zinc & Boron.
The Details of consumption of P&K Fertilizers from 2020-21 to 2024-25 (in LMT) are
as under;

(d): The State-wise and Financial year-wise sales and production data of Nano urea
is placed at Annexure.(e) & (f): The sale of subsidized fertilizer to the farmer is mediated via Aadhaar based
authentication through Point of Sale (PoS) device installed at Retailer’s level. At
present there is a monthly ceiling of 50 bags per buyer, i.e. a total no. of 300 bags per
season per buyer. The PoS application has been upgraded to display the past
purchased quantity by the buyer against the monthly and seasonal ceiling to introduce
transparency to the buyer.
Further, in order to address the issues of hoarding, diversion and black-
marketing, fertilizers are declared as an essential commodity under the Essential
Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State
Governments are empowered to take action against persons involved in said
malpractices, as per provisions of EC Act. Any complaints received at Department of
Fertilizers level regarding these malpractices is sent to concerned State Government
to take appropriate action under Essential Commodities Act, 1955 and Fertilizer
Control Order, 1985.
