Parliament Question: Financial and Administrative Issues in Water Supply Schemes

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF DRINKING WATER & SANITATION LOK SABHA UNSTARRED QUESTION NO. 3321 ANSWERED ON 12/03/2026 FINANCIAL AND ADMINISTRATIVE ISSUES IN WATER SUPPLY SCHEMES 3321. DR. PRABHA MALLIKARJUN : Will the Minister of JAL SHAKTI be pleased to state: (a) whether financial and administrative constraints are affecting implementation of major water supply and conservation schemes and if so, the detail thereof; (b) the status of the funds released and utilised under key Central schemes during the last five years, State-wise; (c) whether the institutional capacity at State and local levels is adequate for effective execution and if so, the details thereof; (d) the steps taken to improve coordination, monitoring and financial discipline of these schemes; and (e) whether any financial or administrative issues have been identified in water-related projects covering Davanagere district and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (e) The Government of India is driving a comprehensive transformation of the nation’s water landscape through its flagship initiative, the Jal Jeevan Mission (JJM) – Har Ghar Jal. Since August 2019, Government of India, in partnership with States, is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal to enable every rural household in the country, to have assured potable water through tap connection. Since drinking water is a State subject, the operational burden of planning, implementing, and maintaining these schemes lies with State and UT Governments, while the Centre provides robust financial and technical support. The State-wise status of the funds released and utilised under key Central schemes under Jal Jeevan Mission during the last five years may be accessed at below link: https://ejalshakti.gov.in/jjmreport/JJMState.aspx For effective implementation of water sector schemes, institutional mechanisms have been established at the State and local levels. The schemes are implemented through State Water and Sanitation Mission (SWSM) at the State level, District Water and Sanitation Mission Page 1 of 3(DWSM) at the district level, and Village Water and Sanitation Committees (VWSCs) at the village level. In addition, capacity building, training programmes and technical support are provided to strengthen institutional capacity. To maintain momentum, the Ministry of Jal Shakti has integrated cutting-edge digital monitoring tools. The JJM–Integrated Management Information System (IMIS) and an interactive public dashboard provide real-time data on progress. Furthermore, the Public Financial Management System (PFMS) ensures that every rupee released is accounted for. For accelerated implementation, the government conducts joint discussions to finalize Annual Action Plans (AAP) and deploys multi-disciplinary teams for field visits to resolve technical bottlenecks instantly. Further, no financial and administrative constraints are affecting implementation of Surface Minor Irrigation (SMI) and Repair Renovation and Restoration (RRR) of Water Bodies schemes under PMKSY-HKKP. State wise details of central assistance release/utilised during last five years for implementation of SMI and RRR of Water Bodies schemes under PMKSY- HKKP is given in Annexure. To ensure the successful completion of PMKSY-HKKP projects, the Ministry of Jal Shakti maintains rigorous oversight through high-level reviews. Physical and financial progress is tracked via a dedicated Management Information System (MIS) dashboard, ensuring timely resolution of implementation issues. Financial discipline is a core priority, supported by the SNA-SPARSH module of the Public Financial Management System (PFMS), launched in 2023-24 to provide real-time tracking of fund flows. States are required to submit annual audited expenditure reports and undergo mandatory concurrent evaluations by independent agencies. Additionally, the Flood Management and Border Areas Programme (FMBAP) (2021-26) continues with an outlay of ₹4,100 crore. Over the last five years, ₹1,372.15 crore has been released, completing 431 projects that protect 5.13 million hectares and 54.83 million people.
