Parliament Question: Financial and Assistive Devices to Divyangjan

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

(a) the number of Divyangjan registered in Odisha and Bargarh district;

(b) the details of assistive devices, scholarships, skill development programmes and financial assistance

provided to Divyangjan in Bargarh Lok Sabha Constituency during the last five years;

(c) whether the Government proposes or to establish an Artificial Limb Fitment Centre Composite Regional Centre for Divyangjan in Bargarh Lok Sabha Constituency; and

(d) if so, the steps taken to improve accessibility in Government offices, educational institutions and public places in Bargarh district? ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA)

(a): The Unique Disability ID (UDID) project is a flagship initiative of the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment, Government of India wherein the hospitals authorized by the respective State/UT Governments are onboarded for the assessment of disabilities and issuance of disability certificates/UDID cards based on the type and nature of disability. As per record available with the UDID portal, 983681 Disability Certificates and UDID Cards have been issued in the State of Odisha out of which 33848 are in Bargarh District.

(b): The Department is implementing the Scheme of ‘Assistance to Persons with Disabilities for Purchase/Fitting of Aids /Appliances (ADIP)’ under which funds are released to various Implementing 1Agencies for providing different types of aids & assistive devices viz., prosthetic and orthotic appliances, wheelchairs, tricycles, hearing aids, smart canes, Braille kits, low vision devices, motorized tricycles/wheelchairs, educational kits and other disability-specific assistive devices to the eligible persons with disabilities (PwDs) across the country. The Bargarh Lok Sabha Constituency in Odisha comprises the districts of Bargarh and Jharsuguda. During the last five years, the number of Divyangjan benefitted through the distribution of aids and assistive devices under the ADIP Scheme, along with the funds utilized in these districts, is as under:

Particular Bargarh Jharsuguda No. of beneficiaries covered 1841 190 Funds utilised (Rs.in Lakhs) 163.70 14.06 Further, under the Scholarship Scheme Rs. ₹26.74 crore have been released in respect of 10880 beneficiaries in the state of odisha

(c): No such proposal is under consideration for establish an Artificial Limb Fitment Centre in Bargarh Lok Sabha Constituency.

(d): As per Sections 40 to 45 of the Rights of Persons with Disabilities Act, 2016 (RPwD Act, 2016), the appropriate Government, as defined under Section 2(b) of the said Act, is statutorily mandated to take requisite steps to ensure the creation and maintenance of accessible built infrastructure, transport systems, and accessible Information and Communication Technology (ICT) platforms for Divyangjans, the data regarding the State/UT wise compliance is not being maintained centrally.

However, The Department of Empowerment of Persons with Disabilities (DEPwD) implements an Umbrella Scheme- Scheme for Implementation of Rights of Persons with Disabilities (SIPDA) Act,

2016. Under sub-scheme “Creation of Barrier Free Environment” (CBFE Scheme) of SIPDA, the financial assistance is provided to State/UT Governments on demand basis for creation of barrier free environment in existing government buildings and establishments as per receipt of compliant proposals.

No proposal has been received from the Odisha during last five years. ***** 2
