Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the management of garbage, waste and sewage is becoming a
serious issue in urban areas in the country;
(b) if so, the details thereof along with the reasons therefor and the action
taken/being taken by the Government in this regard;
(c) whether the Government provides financial and technical assistance to
the States for establishment of garbage and sewage treatment plants and
if so, the details thereof, State-wise along with the details of the financial
assistance provided to Tamil Nadu during the last three years and the
current year, year and city-wise; and
(d) whether the Government has assessed/proposes to assess the progress
of the work carried out by the States in this regard and if so, the details
thereof, State-wise?

(a) & (b): Growing urban population in the country has led to rise in the
demand of management of garbage, waste and sewage in the urban areas
of the country. To meet these demands, Government of India launched
Swachh Bharat Mission – Urban 2.0 (SBM-U 2.0) with a vision of achieving
Garbage Free Status for all Urban Local Bodies (ULBs)/cities in the
country through scientific management of all fractions of waste.
As reported by States/UTs on Swachhattam portal, 97 percent wards
have achieved 100 percent door-to-door-collection, 88 percent wards
have achieved 100 percent segregation of municipal solid waste. A total
of 1,62,293 ton per day (TPD) of Municipal Solid Waste is generated in the
urban areas, out of which 1,32,514 TPD is processed. The current
processing capacity has reached to 81.65 percent.
To deal with sewerage and septage management in cities having less
than 1 lakh population a new component Used Water Management (UWM)
has been introduced under SBM-U 2.0. MoHUA is also implementing Atal
Mission for Rejuvenation and Urban Transformation (AMRUT) to deal with
sewerage and septage management as well as making cities/statutory
towns ‘self-reliant’ and ‘water secure’, in ULBs with more than 1 lakh
population.

(c) : Sanitation is a state subject. Ministry of Housing & Urban Affairs
(MoHUA) supplements the efforts of States/UTs by providing policy
directions, financial and technical support by sharing Manuals/Standard
of Procedures (SoPs) on Solid Waste Management and issue various
Advisories & Guidelines time to time for choosing appropriate
technologies to manage solid waste.
Government of India has allocated ₹10,930.12 crores under SWM and
₹15,926.55 crores under UWM of SBM-U 2.0. Under SWM component
action plans having central share of ₹9503.76 crores for setting up waste
processing plants of 158325.72 TPD along with 580 mechanical road
sweepers and remediation of 19.48 Cr MT of legacy waste have been
approved. Under UWM component STPs/FSTPs with the capacity of
10,830.56 MLD, 17,143 kms of I&D network and 1,940 CESS pool
Tankers/Desludging Machines, 517 other desludging equipment have been
approved.
Under SBM-U 2.0 central share of fund is released to the State/UTs
and not to the cities. State-wise details of the approved financial
assistance is at Annexure – I. Details of funds released to Tamil Nadu in
last three years and current year under SBM-U 2.0 is as below:

Under sewerage and septage management sector of AMRUT, a total of
889 sewerage and septage management projects having 4,843 MLD and
under AMRUT 2.0, 583 sewerage/septage projects having 6,649 MLD
sewage treatment capacity have been approved. The State-wise details
of financial assistance provided under AMRUT for sewage and septage
management is at Annexure – II.
(d): To evaluate the cleanliness status and progress in implementation of
SBM-U in cities, MoHUA has been conducting an annual cleanliness
survey – ‘Swachh Survekshan’ since the year 2016 through third party
assessment. State-wise details of performance under Swachh Survekshan
