state:
(a) the details of the schemes implemented by the Government to
provide financial assistance for storm water drain projects;
(b) the details of the total number of storm water drain projects
supported by the Government under its schemes, State-wise
including district-wise for Andhra Pradesh and Uttar Pradesh;
(c) the details of the physical progress of sanctioned storm water drain
projects, State-wise including district-wise for Andhra Pradesh and
Uttar Pradesh;
(d) the details of the funds allocated and released for storm water drain
projects, year and State-wise;
(e) whether the Government has conducted any audit of the quality of
storm water drains constructed under its schemes; and
(f) if so, the details and the findings thereof and if not, the reasons
therefor?

(a) to (d): As per seventh schedule (Article 246) of the Constitution, Water
including drainage and embankments are State subjects. Government of
India supplements the efforts of the States through schematic
interventions/ advisories. It provides financial and technical support to the
States to strengthen Urban Planning ecosystem.
Atal Mission for Rejuvenation and Urban Transformation (AMRUT)
was launched in the year 2015, under which storm water drainage was an
admissible component which involved construction and improvement of
drains/ storm water drains.

Funds under AMRUT were allocated/released State/UT wise and not
sector wise. Under AMRUT, 838 Storm Water Drainage projects submitted
by the States worth ₹3016.82 crore have been approved by the Ministry.
The State-wise details of total number of projects, project cost and
physical status of storm water drain projects approved under AMRUT is
given in Annexure I.
Under AMRUT, State of Andhra Pradesh has taken up 14 drainage
projects worth ₹342.72 crore. As reported by the State on AMRUT portal
works worth ₹198.75 crore have been physically completed. District wise
details is given in ANNEXURE II. No drainage project under AMRUT has
been taken up by the State of Uttar Pradesh.
(e) & (f): The Mission guidelines have provisions for formation of State
High Powered Steering Committee (SHPSC) headed by the Chief
Secretary of the State, to monitor and supervise the implementation of
the scheme at the State/ UT level. State Level Technical Committee
(SLTC) headed by the Secretary, Urban Development & Housing
Department provides technical support to the SHPSC in monitoring and
supervising the scheme at the State level. Further, an Apex Committee
constituted under the ambit of Mission guidelines reviews and monitor
the Mission periodically. For assessment and monitoring of work done
under AMRUT in the States/ UTs, there is a provision of Independent
Review and Monitoring Agencies (IRMAs). Funds are released to the
States/ UTs upon satisfactory compliance of IRMA reports. Also, in order
to fast-track the implementation of projects, the progress is periodically
reviewed and monitored through regular video conferences/ webinars/
workshops/ site-visits etc. by Ministry of Housing and Urban Affairs
(MoHUA) with the States/ UTs and ULBs. There is a dedicated AMRUT
online portal for tracking the progress of projects. Further, NITI Aayog
had conducted a review in June 2020 on the evaluation of Centrally
Sponsored Schemes in the Urban Transformation Sector, including
AMRUT. The study assessed key parameters such as coverage,
incorporation of universal design, gender mainstreaming, pro-poor
design, migration, and beneficiary targeting. The performance under the
scheme was reported Satisfactory as it aims to improve the quality of
life of all including the poor and disadvantaged.
