Government of India Ministry of Finance Department of Financial Services LOK SABHA UNSTARRED QUESTION NO. 133 ANSWERED ON MONDAY, JULY 20, 2026/ ASHADHA 29, 1948 (SAKA) Financial Assistance to Scheduled Castes in Andhra Pradesh 133 SHRI G M HARISH BALAYOGI Will the Minister of Finance be pleased to state: (a) the details of loan, credit and financial assistance schemes available to Scheduled Caste beneficiaries through banks/other financial institutions, scheme-wise; (b) the number of applications received, sanctioned, disbursed and rejected under such schemes during the last five years, year-wise, scheme-wise and district-wise in Andhra Pradesh, especially in Konaseema district; (c) the amount of loans applied for, sanctioned and disbursed under such schemes during the said period, year-wise, scheme-wise and district-wise in Andhra Pradesh, especially in Konaseema district; (d) the recovery rate and Non-Performing Assets under such schemes, scheme-wise and State/UT- wise, especially in Andhra Pradesh; (e) whether any gaps in implementation, disbursement or beneficiary coverage have been identified under such schemes in Andhra Pradesh, if so, the details thereof and corrective measures taken/proposed to be taken; and (f) the steps taken or proposed to improve access to institutional credit, loan sanction and disbursement for Scheduled Caste beneficiaries, especially in Andhra Pradesh? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) Reserve Bank of India (RBI) has issued guidelines on Priority Sector Lending (PSL) wherein a target of 40 per cent of Adjusted Net Bank Credit (ANBC) or Credit Equivalent amount of Off- Balance Sheet Exposures (CEOBE), whichever is higher, as on March 31 of the previous year, has been prescribed for lending to the priority sector by commercial banks. Within this, a sub-target of 12 per cent has been set for lending to weaker sections which, inter-alia, includes, Scheduled Castes (SCs)/ Scheduled Tribes (STs).Lending to SCs by Scheduled Commercial Banks (SCBs) in the last five financial years is placed at Annexure I. (b to d) This department is implementing two schemes viz. Stand Up India Scheme and Pradhan Mantri Mudra Yojana (PMMY) wherein specific benefits for SCs are extended. The Stand-Up India scheme has facilitated over 2.75 lakh loans amounting to Rs. 62,791 core to SC/ST and Women entrepreneurs across the country, including a total of 52,902 loans amounting to Rs.11,168.15 crore to SC entrepreneurs, since inception as on March, 2025. The Pradhan Mantri MUDRA Yojana (PMMY) has facilitated over 9.56 Crore loans amounting to Rs. 4.03 lakh Crore to SC beneficiaries as on June 2026 since inception of the scheme. Year-wise/District-wise number of loan applications received, sanctioned, disbursed, rejected, %NPA and recovery rate, during the last five years for State of Andhra Pradesh including District Konaseema is attached at Annexure II (a-j). (e) No major systemic gaps have been identified in the implementation, disbursement, or beneficiary coverage under the schemes for Scheduled Castes in Andhra Pradesh. Banks are processing eligible applications in accordance with the extant guidelines of the Government of India and the Government of Andhra Pradesh. However, certain operational challenges such as delays in submission of complete loan applications, documentation deficiencies, beneficiary eligibility, and delayed subsidy release by Government agencies, wherever applicable, are observed at the field level. These issues are being addressed through continuous coordination among the sponsoring agencies, district administration, and banks. SLBC Andhra Pradesh continues to monitor the progress regularly and advises all member banks to ensure timely sanction and disbursement of eligible applications so that the intended benefits reach all eligible Scheduled Caste beneficiaries through various corrective measures which includes as under: • Regular review of scheme-wise progress in SLBC and DLRC/DCC meetings. • Conducting outreach camps and financial literacy programmes to enhance awareness among eligible beneficiaries. • Continuous monitoring by Lead District Managers (LDMs) and Controlling Offices of banks to improve sanction, disbursement, and beneficiary coverage. • Resolving documentation and technical issues through joint coordination at the district level.(f): To improve access to institutional credit, loan sanction, and disbursement for Scheduled Caste (SC) beneficiaries, particularly in Andhra Pradesh, the following measures have been taken/proposed: • Banks have been advised to give priority to eligible SC beneficiaries under all bankable Government-sponsored schemes and ensure timely sanction and disbursement of loans. • Regular review meetings are being conducted under the State Level Bankers' Committee (SLBC), District Consultative Committees (DCCs), and District Level Review Committees (DLRCs) to monitor the progress of SC beneficiary coverage and resolve implementation issues. • Awareness programmes are being organized to improve financial inclusion and increase institutional credit access for Scheduled Caste beneficiaries. • Banks have been advised to simplify documentation, expedite appraisal, and minimize delays in loan processing and disbursement. • Pending loan applications are being reviewed periodically in DCC meetings, and banks are advised to dispose of eligible applications within the prescribed timelines. • The progress of SC beneficiary coverage under various schemes is monitored regularly by SLBC Andhra Pradesh, and corrective measures are taken wherever gaps are identified. • Capacity-building and financial literacy initiatives are being undertaken to create awareness among SC beneficiaries regarding available credit-linked schemes and banking services.
