SHRI LUMBARAM CHOUDHARY: SHRI DILIP SAIKIA: Will the Minister of FINANCE be pleased to state: (a) whether the Government has made any assessment of the economically and infrastructurally backward and aspirational districts/States across the country during the last three years; (b) if so, the details including the list thereof; (c) whether the Government has formulated any new schemes to boost the economy, human resource development, infrastructure and economic opportunities in the said backward and aspirational districts/States; (d) if so, the details thereof; and (e) the amount of financial assistance provided or likely to be provided to various States across the country particularly to Jalore and Sirohi districts of Rajasthan and North-Eastern States including Assam under the scheme? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) to (e): As per the information provided by NITI Aayog, Aspirational District Programme (ADP) launched in 2018, aims at rapidly transforming the selected 112 underdeveloped districts across the country. Under the Aspirational Districts Programme (ADP), 49 key performance indicators have been selected across Five Themes/sectors (Health and Nutrition, Education, Agriculture and Water Resources, Financial Inclusion and Skill Development and Basic Infrastructure). The performance of these districts isassessed based on the improvement of these key indicators, and districts are ranked periodically. The list of 112 Aspirational Districts, across 26 States and 1 Union Territory is attached at ANNEXURE-I. Under the Aspirational Districts Programme, districts undertake various developmental projects to address critical gaps using the award money given to them for their performance under the programme. The state-wise fund sanctioned to States including Rajasthan and North-Eastern States including Assam under the ADP since its inception till February 2025 is attached at ANNEXURE-II. Jalore district of Rajasthan is not in the list of 112 Aspirational Districts.
