Parliament Question: Financial Assistance to the Families of Deceased Farmers

SHRI GOVIND MAKTHAPPA KARJOL: Will the Minister of AGRICULTURE AND FARMERS कृ(cid:874)ष और (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) the details of the financial assistance, relief, compensation provided by the Government to the families of farmers who died by suicide due to indebtedness and to the families of farmers who died due to snakebite in the country during each of the last five years, State- wise; (b) the number of cases of farmer suicides and snakebite-related deaths reported during the said period along with the number of families that received financial assistance and the amount sanctioned and disbursed during the last five years, year-wise and State-wise; (c) whether any data is being maintained on small and marginal farmers, women farmers and SC/ST farmers who died due to suicide or snakebite, if so, the details thereof, State-wise; (d) the details of the steps that have been taken to provide a uniform relief package, insurance and livelihood support to the affected families; and (e) the measures that have been taken to prevent farmer suicides and snakebite-related deaths and strengthen social security for farmers? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष और (cid:873)कसान क(cid:227)याण रा(cid:207)य मं(cid:287)ी (SHRI RAMNATH THAKUR) (a) to (e): The National Crime Records Bureau (NCRB) under the Ministry of Home Affairs compiles information on suicides and accidental deaths including snakebite in its publication titled ‘Accidental Deaths and Suicides in India’ (ADSI). The Report till 2024 is available on NCRB website (https://ncrb.gov.in). Further, Agriculture is State subject and ex gratia or relief in such cases of death is provided by the State Governments as per their respective policies and rules.However, the Government of India implements a comprehensive range of Central Sector and Centrally Sponsored Schemes and Programmes in the agriculture sector aimed at increasing production, productivity and farmers’ income across the country. These schemes encompass entire spectrum of agriculture including credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, digital agriculture and procurement of crops. The list of schemes is placed at Annexure-I. Further the Government has substantially increased the budget allocation of Ministry of Agriculture & Farmers Welfare from ₹27,662.67 crore BE during 2013-14 to ₹1,40,416.57 crore BE during 2026-27. In addition, the Government of India has put in place a social-security and insurance architecture to provide financial protection to vulnerable households, including farming families. The Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) provide affordable life and accident insurance coverage. PMJJBY provides life insurance protection against death due to any cause, while PMSBY provides insurance protection against accidental death and disability, subject to the prescribed eligibility and conditions laid down in the respective schemes. Other social-security measures of the Government, include Atal Pension Yojana (APY) that provides social security to workers of unorganized sector with provision of guaranteed monthly pension. Pradhan Mantri Kisan Maan-Dhan Yojana (PM-KMY) is a voluntary and contributory pension scheme for small and marginal farmers which provides guaranteed monthly pension of ₹3,000. National Social Assistance Programme (NSAP) provides financial support and pension to poor and vulnerable section of the society. Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PM-JAY) provides free and cashless healthcare coverage to poor and vulnerable families. Atal Vayo Abhyuday Yojana (AVYAY) is a central sector umbrella scheme for the welfare and empowerment of senior citizens aged 60 and above. It provides financial security, healthcare, shelter, and a life of dignity. These programmes provide different layers of protection against old age, death, disability, health expenditure and livelihood vulnerability.Further, in order to prevent snakebite-related deaths, the Ministry of Health & Family Welfare has launched the National Action Plan for Prevention and Control of Snakebite Envenoming (NAPSE) on 12 March 2024. The Action Plan is aligned with the objective of reducing snakebite-related deaths and disabilities by 50% by 2030. Under the programme, specific interventions include capacity building of healthcare professionals for first aid, diagnosis and management of snakebite; improving accessibility to treatment; strengthening emergency care at District Hospitals and Community Health Centres, including ambulance services; strengthening surveillance of snakebite cases and deaths; establishment/strengthening of Regional Venom Centres; operational research on anti- venoms and diagnostics; digital mapping of facilities having anti-snake venom; and community awareness and outreach activities. The Government has also issued Standard Treatment Guidelines for Clinical Management of Snakebite, with emphasis on timely and appropriate treatment.
