SHRI SANJAY HARIBHAU JADHAV: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण म(cid:287)ं ी be pleased to state: (a) the details of the financial assistance provided under the e-NAM scheme for the development of infrastructure such as the establishment of digital platforms, weighbridges and quality testing facilities in Maharashtra; (b) the steps taken to ensure that farmers in Maharashtra, particularly in rural and remote areas, are able to utilize e-NAM services to sell their produce and realize remunerative prices; (c) the impact of the e-NAM scheme on improving market linkages, price discovery and transparency in agricultural markets in Maharashtra, particularly for small and marginal farmers; and (d) the plan to bring more commodities under the ambit of e-NAM particularly in Maharashtra in the near future? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI RAMNATH THAKUR) (a): Under the National Agriculture Market (e-NAM) Scheme, one-time financial assistance of up to ₹30 lakh per eligible Agricultural Produce Market Committee (APMC) mandi is provided for creation and upgradation of e-NAM infrastructure, including hardware, internet connectivity, electronic weighbridges, assaying (quality testing) equipment and other related facilities. Additionally, one time grant @Rs.40 lakhs and Rs.5 lakhs for “A” and “B” class mandis as decided by SLSC is provided respectively for cleaning, grading and packaging & related infrastructure facilities and compost unit. In Maharashtra, so far 181 APMC mandis have been integrated with e-NAM for which an amount of ₹50.48 crore has been released.(b) & (c): Integration of Mandis with e-NAM portal is done based on the proposal received from State Governments. As per the information received from State of Maharashtra, to facilitate utilization of e-NAM by farmers in the State, including those in rural and remote areas, several steps have been taken. These include capacity-building programmes for farmers, traders, commission agents and mandi officials on e-NAM operations, awareness building in gramsabhas, workshops, seminars and monthly magazines etc. In the state of Maharashtra, 13,02,006 farmers and 23,844 traders have been onboarded on eNAM. So far, 62.28 lakh MT of various agricultural commodities have been traded through e-NAM portal worth Rs.23,156.38 crores since inception. The State has also reported intermandi trade of 34,700 MT & inter State trade of 15,100 MT. e- Payments of Rs.541.98 cr. have been reported. These three indicators show improved market linkages & transparent pricing for farmers, including small & marginal. NITI Aayog carried out evaluation of various Central and Centrally Sponsored Schemes including e-NAM Scheme in the country including State of Maharashtra in 2020. The evaluation highlighted the potential of e-NAM in promoting transparent markets, efficient price discovery, better contract negotiations and improved access to institutional finance. (d): The e-NAM platform facilitates trading in agricultural commodities notified by the respective State Governments under the relevant APMC Acts and Rules. Additional commodities are onboarded based on proposals received from the concerned State Government/APMCs, subject to availability of assaying protocols, market readiness and compliance with the Scheme guidelines. So far, tradable parameters for 247 commodities are available for online trading through e-NAM platform in the country including Maharashtra. *****
