FINANCIAL STRESS AMONG OBC CANDIDATES

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the candidates belonging to the Other Backward Classes (OBCs) particularly are
facing financial stress, limited scholarships, and lack of coaching and facilities in preparing
for competitive examinations in the country particularly in the States of Maharashtra and
Madhya Pradesh and the Union Territory of Dadra and Nagar Haveli and Daman and Diu;
(b) if so, the details thereof, along with the reasons therefor, State-wise;
(c) whether the Government proposes to take any new initiative to increase scholarship
amount or to provide free coaching for the OBC candidates in the states, if so, the details
thereof State-wise including Maharashtra and Madhya Pradesh and the Union Territory of
Dadra and Nagar Haveli and Daman and Diu;
(d) the funds allocated to the states for the said initiative State-wise including Maharashtra
and Union Territory of Dadra and Nagar Haveli and Daman and Diu; and
(e) the time by which the said initiative is likely to be launched?

(a) & (b): The Department implements the following Schemes for Other Backward Classes
(OBCs) related to the scholarships and coaching across the country including the States of
Maharashtra and Madhya Pradesh and the Union Territory of Dadra and Nagar Haveli and
Daman and Diu:
i. Pre-Matric Scholarship Scheme for OBCs & others;
ii. | Post-Matric Scholarship Scheme for OBCs & others;
iii. | Top Class Education in Schools for OBCs & others;
iv. Top Class Education in Colleges for OBCs & others; and
v. Free Coaching for SCs, OBCs and beneficiaries of PM CARES Children scheme
Under Pre-Matric and Post-Matric OBC Scholarship Schemes mentioned above, the fund is
disbursed to the States/ UTs based on Notional Allocation.Under the Top Class Education in Schools, Top Class Education in Colleges, and Free
Coaching for SCs, OBCs and beneficiaries of PM CARES Children scheme, the fund is
directly released to the beneficiary through Aadhaar based Direct Benefit Transfer (DBT)
mode as per the rates under the respective Schemes.
Central Sector Scheme of Free coaching for aspirational SCs, OBCs and beneficiaries of
PM CARES Children Scheme to provide quality coaching for preparation of competitive
examinations for obtaining employment in Government/Private Sector and admission to
reputed technical and professional higher educational institutions. The Scheme is
implemented through Dr. Ambedkar Centres of Excellence (DACE) established in 19
empanelled Central Universities earmarking 100 seats to each Central University. Out of
these, Mahatma Gandhi Hindi Antarrashtriya Vishwavidyalaya, Wardha is located in
Maharashtra, Indira Gandhi National Tribal University, Amarkantak and Dr. Harisingh Gour
Vishwavidyalaya, Sagar are located in Madhya Pradesh. No empanelled Central University
under the Scheme is located in the Union Territory of Dadra & Nagar Haveli and Daman &
Diu.
(c), (d) & (e): The revision of Schemes including the scholarship/ coaching rates is done in
consultation with all the concerned stakeholders. |
