Parliament Question: Financial support given to think tanks / NGO

Smt. Sumitra Balmik: Will the Minister of JAL SHAKTI be pleased to state: (a) the schemes/ initiatives being run by the Ministry to support think tanks/ NGOs/ Civil Society groups working in alignment with the aims and missions of the Ministry; and (b) the details of financial grants given across such initiatives during the last three years? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) & (b) Since August 2019, Government of India in partnership with States is implementing Jal Jeevan Mission (JJM) – Har Ghar Jal to make provision of potable water to every rural household of the country through tap water connection. There are number of stakeholders working in the rural water supply sector, viz. Trusts, Foundations, Non-Governmental Organizations (NGOs), Village Organizations (VOs), Community Based Organizations (CBOs), Self Help Groups (SHGs), user groups, corporates, international agencies, spirited individuals etc. The Rural WASH Partners’ Forum (RWPF) has been established by the Ministry of Jal Shakti, Department of Drinking Water & Sanitation (DDWS) as a unified engagement platform for all development and sector partners working in the rural Water, Sanitation and Hygiene (WASH) domain. The Forum enables systematic coordination and aligns partner contributions to support Jal Jeevan Mission (JJM) and Swachh Bharat Mission–Grameen (SBM-G) on pro-bono basis. As per the operational guidelines for implementation of Jal Jeevan Mission, States / UTs have empanelled NGOs/ CBOs/ SHGs/ VOs, etc. as Implementation Support Agencies (ISAs) to handhold and train Village Water & Sanitation Committees (VWSCs) / Pani Samitis for planning, mobilizing and engaging communities, disseminating information and encouraging women participation for ensuring long-term maintenance of the rural water supply infrastructure. Further, with the objective of capacity building, reorientation of different stakeholders, dissemination of knowledge, creation of responsible and responsive leadership at all levels etc., 99 Government and Non-Government organizations (NGOs) including universities, deemed universities, administrative/ management/ engineering colleges/ training institutions/ agencies/ Page 1 of 2firms / societies, etc. were engaged across States/ UTs as Key Resource Centres (KRCs).
