Parliament Question: Financial, Technical and Logistical Assistance to Kerala under AMRUT

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3107 TO BE ANSWERED ON AUGUST 06, 2026 FINANCIAL, TECHNICAL AND LOGISTICAL ASSISTANCE TO KERALA UNDER AMRUT NO. 3107 DR. M P ABDUSSAMAD SAMADANI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the financial, technical and logistical assistance provided by the Union Government to Kerala under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) to strengthen urban sanitation and drinking water infrastructure during the last three years; and (b) whether any specific advisories or guidelines have been issued to the State Urban Local Bodies (ULBs) regarding preventive measures including regular testing of municipal water supplies, septic tank safety and drainage desilting prior to the onset of the monsoon and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) launched in the year 2015 in selected 500 cities and towns across the country was focused on development of basic infrastructure in the sectors of water supply, sewerage and septage management, etc. To expand the coverage, AMRUT 2.0 was launched in the year 2021 in all Urban Local Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Under the Mission, States/ Union Territories (UTs) are empowered to select, appraise, prioritize and implement projects. Under AMRUT, a total of ₹1153.08 crore has been released to the State of Kerala for the projects of which ₹207.23 crore has been released during …2/--2- the last three financial years (2023-24 to 2025-26). The State has taken up 224 projects worth ₹1532.51 crore in the water supply sector and 150 projects worth ₹382.84 crore in the sewerage/ septage management sector. Under AMRUT 2.0, funds are now released to the States through SNA Sparsh platform in which Mother Sanction is issued to the States and real time utilisation of funds is carried out. Under AMRUT 2.0, total central allocation for the State of Kerala is ₹1374 crore for projects for the entire Mission period of which ₹420.04 crore has been released/ sanctioned till 09.07.2026, of which ₹171.3 crore has been released/ sanctioned in the last three financial years (2023-24 to 2025-26). The State has taken up 243 projects with approved cost of ₹2378.72 crore in water supply sector and 41 projects with approved cost of ₹1184.08 crore in the sewerage / septage management sector. In addition to the release/ sanction of funds for the projects to the State, in the last three financial years (2023-24 to 2025-26) under AMRUT 2.0 an amount ₹8.04 crore has been released/ sanctioned towards Administrative and Other Expenses (A&OE) of the State which includes support for State level project development and management consultants and capacity building, ₹1.85 crore for Information, Education and Communication (IEC), ₹9.89 crore for AMRUT Mitra projects (projects of women Self Help Groups (SHGs), ₹5.25 crore as incentive under Jal hi Amrit, ₹10 crore as outcome based incentive and ₹7.06 crore for Formulation of Geographic Information System (GIS) based Master Plan for AMRUT cities/ Class II towns. (b): Water is a State subject and management and maintaining the quality of water as per the applicable standards in urban areas is the responsibility of the State Governments/ Urban Local Bodies (ULBs). The Ministry of Housing Affairs (MoHUA) has published Manual on Water Supply and Treatment Systems (Drink from Tap) in March 2024 for reference by the States/ ULBs for designing, implementation, drinking water quality and monitoring of the water supply projects. Part B of the Manual in Chapter 8 prescribes the standards for drinking water quality monitoring and surveillance https://www.mohua.gov.in/static/uploads/2025/10/1086f3271a4a4ff64a70 e79669ee4f2b.pdf). …3/--3- MoHUA has issued an advisory "Strengthening Water Quality Monitoring in Cities through Community Participation" under AMRUT 2.0 in November, 2024 to all the States to formulate a Water Quality Monitoring strategy at the State or City level and to strengthen the institutional capacity for citywide monitoring of drinking water quality in urban areas along with Digital Display Boards for water quality parameters for public information & awareness. MoHUA has also published Manual on Storm Water Drainage System (https://www.mohua.gov.in/static/uploads/2025/10/9cd8cbff97a56c6ecf00 2bba6f8b226c.pdf), which inter alia provides for detailed guidelines on maintenance of drains including desilting. *****
