Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the Government is aware that the proposal for the “Firozpur Feeder Canal Rehabilitation and Relining” project which plays a significant role in ensuring irrigation in Punjab and Rajasthan, has been technically examined by the Central Water Commission (CWC) and found feasible at an estimated cost of Rupees 647.62 crore at 2024 price level with a BenefitCost Ratio of 2.02;
(b) if so, the details of the techno-economic assessment conducted by the CWC including design parameters, statutory approvals, cost-sharing arrangements between the States concerned and the overall justification for considering the project economically viable; and
(c) if not, the reasons therefor? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY)
(a) Yes.
(b) & (c) The project proposals submitted by State Governments are examined by Central Water Commission (CWC) as per their Guidelines for examination of techno-economic viability through multi- disciplinary appraisal mechanism involving CWC as well as other Central Agencies such as Central Ground Water Board (CGWB), Central Soil and Material Research Station (CSMRS), Central Electricity Authority
(CEA) etc.
As per the guidelines, appraisal of design aspects for the “Firozpur Feeder Canal Rehabilitation and Relining” project has not been carried out in CWC as clearance of Central Design Organization (CDO) of the State Government in the prescribed proforma was submitted.
Firozpur feeder canal system is an existing and operational irrigation system and the proposed work is confined to rehabilitation and relining of existing infrastructure and do not involve any extra land acquisition;
statutory clearances apply as per extant laws and rules.
Benefits Cost ratio for the project has been assessed based on inputs such as yield and rates of produce, expenses towards seed, manures and labour etc. duly certified by the State Agriculture department and has been estimated as 2.02.
As submitted by Project Authority, project cost sharing has been framed as per inter-state aspects in
two parts:
Part A: From RD 0-55413 - 62.50% (Punjab) : 37.50% (Rajasthan)
Part B: From RD 55413-168230 - 54.13% (Punjab) : 45.87% (Rajasthan) In this regard, the Government of Rajasthan has provided its consent to Punjab to bear shared cost as per norms according to final amount of approved DPR.
