Fishery Sector in Tamil Nadu

Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state:
(a) the details of schemes currently being implemented by the Government for the development of
the fisheries sector in Tamil Nadu;
(b) the total funds allocated, released and utilised under these schemes during the last three years,
year and scheme-wise;
(c) whether the Government maintains any record of projects and beneficiaries covered in Tamil
Nadu and if so, the details thereof, district-wise;
(d) whether any proposals from Tamil Nadu for new fishing harbours, cold-chain infrastructure, or
aquaculture projects are pending for approval and if so, the details thereof and if not, the reasons thereof;
(e) whether proposals submitted by the Government of Tamil Nadu for upgrading and modernising
fishing harbours at Foreshore Estate, Nochikuppam and Thiruvanmiyur under Pradhan Mantri Matsya
Sampada Yojana (PMMSY) have been approved;
(f) the total amount sanctioned or released so far for projects in South Chennai; and
(g) whether the Government proposes to enhance assistance for urban coastal livelihood
infrastructure in Tamil Nadu, considering recurring flood and cyclone damage?

(a) and (b) : The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying,
Government of India (DoF, GoI) is presently implementing the following four schemes for holistic
development of fisheries and aquaculture sector in the country including in the State of Tamil Nadu:
(i) Fisheries and Aquaculture Infrastructure Development Fund (FIDF) implemented with effect
from the financial year 2018-19 with a fund size ₹7,522.48 crore,
(ii) Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented with effect from the financial
year 2020-21 with an outlay of ₹20,750 crore,
(iii) Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) implemented with effect
from the financial year 2024-25 as a sub-scheme under PMMSY with an allocation of ₹6,000
crore,
(iv) Kisan Credit Card (KCC) to fishers and fish farmers implemented since 2019 to meet their
working capital requirement.The Department of Fisheries, Government of India during the last 3 financial year (FY2022-23 to
FY2024-25) has accorded approvals to 61 project proposals of Government of Tamil Nadu at total cost of
Rs 321.48 crore with central share of Rs 101.09 crore under PMMSY. The Department of Fisheries,
Government of India has also approved another 33 fisheries infrastructure proposals at a total cost of Rs
289.65 crore under FIDF. The Department of Fisheries, Government of India has in September, 2024
launched a National Fisheries Digital Platform (NFDP) under Pradhan Mantri Matsya Kisan Samridhi Sah-
Yojana (PM-MKSSY). Implementation PM-MKSSY has commenced with effect from the FY 2024-25 and
till date more than 1.51 lakh people from State of Tamil Nadu have registered on NFDP. Under the Kisan
Credit Card (KCC) scheme, 2,56,437 KCC cards to the fishers and fish farmers of Tamil Nadu have been
approved. The scheme-wise and year-wise details of the projects proposals approved, especially under
PMMSY, FIDF and PM-MKSSY are furnished at Annexure-I.
(c): The Government of Tamil Nadu has informed that the beneficiary and non-beneficiary-wise data of
the approved projects under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) are regularly being
updated in the MIS Portal of PMMSY and the district-wise beneficiaries details of Tamil Nadu are also
maintained in the State.
(d) and (e) : The Government of Tamil Nadu during FY2025-26 has submitted 38 new Fisheries
Infrastructure proposals for construction/up-gradation of fish landing centres under the Fisheries and
Aquaculture Infrastructure Development Fund (FIDF). The Government of Tamil Nadu has further
informed that project proposal for establishment of Fish Landing Centre at Nochikuppam in Thiruvallur
District at an amount of Rs.6.32 crore has also been proposed under FIDF. The Government of Tamil
Nadu has been advised to upload the proposals in complete form in the FIDF Portal.
(f): The Government of Tamil Nadu has informed that Loop Road Fish Market has been constructed at
Nochikuupam, a key coastal livelihood centre located along the Marina stretch, serving as an important
marketplace for the traditional fishing community. It is further reported that the National Fisheries
Development Board (NFDB) has provided 100% financial assistance for construction of fish market at
Neelankarai.
(g): The Department of Fisheries, Government of India during last three years has accorded approvals to
94 fisheries infrastructure projects including fishing harbours and landing centres, amounting to Rs. 611.13
crore under the PMMSY and FIDF. In addition, 16 existing coastal fishermen villages have also been
taken up for development as Climate Resilient Coastal Fishermen Villages (CRCFVs) at a total cost of
Rs. 32 crore in the state of Tamil Nadu. The CRCFVs inter alia envisages creation of social infrastructure-
community halls, disaster resilience, cyclone / Tsunami shelters, Disaster resilient houses, road
connectivity, landscaping & Green Belt Development, etc. The fishing harbours and fish landing centres
supported under the schemes also acting as shelter to the coastal fishermen communities to protect their
lives and assets during natural calamities such as flood, cyclone etc. The DoF, GoI has been continuing
these flagship schemes to provide the governmental assistance for creation of fisheries infrastructure to
the needy States and UTs, including Government of Tamil Nadu. The climate resilient activities like
Artificial Reef, open sea cage culture, seaweed cultivation, ornamental fisheries have also been supported
under these flagship schemes to create alternative or additional livelihood opportunities to coastal fishers.
In addition, support is also extended to the traditional fishers for procurement of technologically advanced
deep-sea fishing vessels and upgradation of existing vessels to diversify the fishing activities and harness
the deep-sea resources in a sustainable and equitable manner.
