Fishing harbour at Kothapatnam in Prakasam
124. Shri Yerram Venkata Subba Reddy:
Will the Minister of Fisheries, Animal Husbandry and Dairying be pleased to state :
(a) whether it is a fact that Fishing harbour at Kothapatnam in Prakasam district in Andhra
Pradesh is planned with an estimated cost of ₹400 crores;
(b) status of its implementation, funds released and utilized so far; and
(c) by when the harbour is going to be completed?

*****Statement referred to in reply to the Rajya Sabha Starred Question No.124 due for answer
on 11th February, 2026 put in by Shri Yerram Venkata Subba Reddy, Hon’ble Member of
Parliament, Rajya Sabha regarding Fishing harbour at Kothapatnam in Prakasam.
(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying,
Government of India has on 26th October, 2022 accorded approval to the proposal of
Government of Andhra Pradesh for construction of a fishing harbour at Kothapatnam in
Prakashan District at a cost of Rs 364 crore with central share of Rs 80 crore under the Pradhan
Mantri Matsya Sampada Yojana (PMMSY). The fishing harbour project envisages
construction of breakwaters to create calm and tranquil basin, dredging, reclamation, quay
walls, internal roads, fish auction hall, administrative building, gear sheds, net mending shed,
fishermen rest sheds, boat repair shop, restaurant, dormitory, security guard room, compound
wall, radio communication tower, water supply and sanitation facilities, ice plant, cold storage,
effluent treatment plant, water storage facilities, drainage, electrification facilities, fire
extinguishers & hydrants, greeneries and landscaping etc. The fishing harbour has been
designed to provide safe landing, berthing and allied facilities to a total fishing fleet of 820
vessels comprising 600 Nos of 9 mtr motorised vessels, 200 Nos of 18 mtr mechanised fishing
vessels and 20 Nos of 24 mtr tuna long liners operating from the periphery of Kothapatnam
Fisheries Centre.
(b) and (c) : The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and
Dairying, Government of India during Financial Year 2022-23 & FY 2023-24 has released
central share of Rs 40 crore to the Government of Andhra Pradesh for this project. The
Government of Andhra Pradesh has reported that the work agreement was concluded and work
awarded to a contractor in October, 2022. However, in April, 2025, the contract was cancelled
by the State Government due to less than 25% progress of work. The State Government has
not reported any physical progress and fund utilisation in respect of this fishing harbour
project. Further, the Government of Andhra Pradesh has reported that the fishing harbour
project cost has been revised upwardly to Rs.441.88 crore and the revised proposal is being
processed for issuance of a revised administrative approval by the Government of Andhra
Pradesh. The Government of Andhra Pradesh has reported the timeline for completion of
Kothapatnam Fishing Harbour project as 31st December, 2027. In addition, the Department
of Fisheries, Government of India has approved 8 Fishing Harbour and 7 Fish Landing Centre
projects at a cost of Rs 2672.40 crore in the State of Andhra Pradesh under Blue Revolution
Scheme (BR), Fisheries and Aquaculture Infrastructure Development Fund (FIDF) and
Pradhan Mantri Matsya Sampada Yojana (PMMSY).
