(a) the current status of the proposed flyover construction from
Kesarval junction to Verna junction on National Highway(NH)-66 in Goa;
(b) whether the Pirna junction is incorporated in the project scope or
the flyover is extended further to ease traffic at subsequent junctions or
crossings at Verna and if so, the details thereof;
(c) the reasons, if any, for delay in initiating the flyover project
including administrative, financial or environmental clearance hurdles;
(d) the estimated cost, funding allocation and revised timeline for
completion of the project;
(e) whether the project incorporates provisions to mitigate traffic
congestion at the Verna-Cansualim junction and Verna-Utorda junction
through a flyover to address traffic flow issues and if so, the details
thereof; and
(f) the steps proposed to expedite the project to alleviate persistent
traffic congestion faced by commuters on the Margao-Panjim highway?

(a) The proposed flyover from Kesarval junction to Verna junction on
NH-66 is part of the sanctioned project for four-laning from km 536.800
to km 543.450 of NH-66 in Goa. The civil construction work is awarded
on 24.03.2025 with 2 years construction period.(b) Development of Pirni Junction as an at-grade junction with service
road on both sides has been incorporated in the scope of the sanctioned
project.
(c) There are no delays in initiating the construction work and
appointed date for the start of construction works notified after
completion of obligations of Contractor and signing of joint memorandum
for handing over of Right of Way (RoW).
(d) The project has been approved at an estimated total capital cost of
Rs. 398.25 crore with two years completion period after declaration of
appointed date. Funds are allocated State/UT/Agency-wise and not
project-wise. An amount of Rs. 344 crores has been allocated for the
state of Goa during the current Financial Year 2025-26.
(e) The scope of the project includes construction of Vehicular
Underpass (VUP) at Casualim Junction and at the Start of Margao
Bypass, approximately 300 meters from the Utorda Junction. In addition
to this, service roads are proposed on both sides in the entire 6.65 km
project length from Kesarval junction to start of Margao bypass to
facilitate local vehicular movement and mitigate traffic congestion,
thereby, enhancing traffic flow and safety.
(f) Progress of all NH projects is continuously monitored through
advanced digital platforms such as Project Monitoring Information
System (PMIS) and Data Lake, Bhoomi Rashi portal (for Land
Acquisition). In addition, periodic reviews are held at various levels with
all stakeholders including officers of executing agencies (Goa PWD) to
resolve pending contractual issues and ensure timely implementation of
the projects.
