Parliament Question: FOBs for Railway Stations under Pt. Deen Dayal Upadhyay Division

SHRI SUDHAKAR SINGH: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government is aware of the fact that due to lack of proper arrangement of Foot Over Bridge (FOB) at Dumraon railway station under Danapur division, Karamanasha and Mohammad Ganj railway station under Pandit Deen Dayal Upadhyay Division of East Central Railway zones, passengers faces serious difficulties and the risk of accidents in crossing the platform and if so, the details thereof; (b) whether a large number of rural passengers, women, senior citizens and students commute daily at these stations for whom safe and secure pedestrian movement is essential and if so, the details thereof; (c) whether any survey, proposal or sanction has been accorded for construction of FOBs at the above three stations; and (d) the present status thereof and if not, the reasons for not including these stations in the priority list? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) Foot Over Bridges are available at Dumraon, Karamnasa and Muhammad Ganj railway stations of East Central Railway. The details are as under: Station Details of Foot over bridge Dumraon One foot over bridge is existing and construction of one 6 m wide foot over bridge has been taken up. § Page 1 of 8Station Details of Foot over bridge Karamnasa One foot over bridge is existing and one additional 3 m wide foot over bridge has been sanctioned. Muhammad One foot over bridge is existing and construction Ganj of one 6 m wide foot over bridge has been taken up. Dumraon station of Danapur division, East Central Railway, located in Bihar and Muhammad Ganj station of Pandit Deen Dayal Upadhayay division, East Central Railway, located in Jharkhand have been identified for development under Amrit Bharat Station Scheme. Development works at Dumraon and Muhammad Ganj stations have been taken up at good pace. At Dumraon station, platform shelter, waiting hall, drinking water arrangement, urinal, lavatory, seating arrangement, foot over bridge etc. amenities are available. The works of new main entry station building, new platform, new platform shelter, new 6 m wide foot over bridge, improvement of circulating area and parking have been taken up. Work has also been sanctioned for replacement of the existing foot over bridge. At Muhammad Ganj station, high level platform, platform shelter, waiting hall, urinal, lavatory, seating arrangement, foot over bridge etc. amenities are available. The works of new station building, raising and extension of platform no. 1, 2/3 & 4/5 have been completed. The works of new platform shelter, new toilet block, entry gate and new 6 m wide foot over bridge have been taken up. At Karamnasa station of Pandit Deen Dayal Upadhayay division, East Central Railway, located in Bihar, high level platform, platform shelter, waiting hall, drinking water arrangement, urinal, lavatory, seating arrangement, foot over bridge, Divyangjan toilet etc. amenities are available. One additional 3 m wide foot over bridge has been sanctioned and its tendering has been taken up. Further, development / redevelopment / upgradation / modernisation of stations including provision of foot over bridge on Indian Railways is a continuous and ongoing process and works in this regard are undertaken Page 2 of 8as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to the higher category of stations over lower category of stations, while sanctioning and executing the works. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. So far, 1340 stations have been identified for development under Amrit Bharat Station Scheme, out of which 98 stations including Dumraon station of Danapur division, East Central Railway, are located in Bihar and 57 stations including Muhammad Ganj station of Pandit Deen Dayal Upadhayay division, East Central Railway, are located in Jharkhand. The works of new second entry departure building, main entry new arrival and departure building, new platform no. 8, new platform shelters, air concourse and improvement of circulating area have been taken up.  Luckeesarai Junction station: The works of new main entry station building, extension of foot over bridge and improvement of circulating area have been completed. The work of installation of lift for existing foot over bridge has been taken up.  Fatuha station: The works of extension of platform no. 6, improvement of second entry circulating area and approach road have been completed. The work of new station building, lifts and escalator have been taken up.  Anugraha Narayan Road station: The works of extension and surfacing of platform no. 1/2 & 3/4 and new toilet block have been completed. The works of improvement of station building, improvement of circulating area, entry/exit gate, new water booths, platform shelter and new 6 m wide foot over bridge have been taken up.  Dehri On Sone Junction station: The works of new booking office, new foot over bridge with lifts, improvement of circulating area, new toilet block, new water booth and new platform shelter have been taken up. Page 5 of 8Jharkhand:  Ranchi station: The works of new station building at second entry, new platform no. 6 and structural work of extended 6 m wide foot over bridge have been completed. The finishing works of new station building at second entry and 6 m wide foot over bridge extension, the work of entrance porch, new platform shelters on new platform no. 6, improvement of circulating area and parking at second entry, new 6 m wide foot over bridge, underground water tanks and sewage treatment plant have been taken up.  Japla station: The works of improvement of station building, improvement of circulating area and boundary wall have been completed. The works of new platform shelter, new toilet block, additional water booths and new foot over bridge have been taken up.  Daltonganj station: The works of raising and surfacing of platform no. 1, 2 & 3, improvement of station building, improvement of circulating area, parking, approach road, new boundary wall, toilet block have been completed. The works of entrance porch, new platform shelter and 12 m foot over bridge have been taken up.  Nagar Untari station: The works of improvement of circulating area, parking, approach road and new platform shelter have been completed. The works of improvement of station building, improvement of platform surface and 12 m foot over bridge have been taken up.  Latehar station: The works of improvement of station building, improvement of circulating area, parking, approach road, new boundary wall, porch, new waiting hall, toilet block, improvement of platform surface have been completed. The works of 12 m Foot Over Bridge and new platform shelter have been taken up. Amrit Bharat Station Scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes: Page 6 of 8 Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Proposals / requests / suggestions / representations, both formal and informal for Railway projects/ works across the country are received on the basis of demands raised by State Governments, Members of Parliament, Ministries of Central Government, elected representatives, Railways' own requirements, organizations / rail users etc., at various levels including Railway Board, Zonal Railways, Division Office etc. Receipt of such proposals / requests / suggestions / representations is a continuous and Page 7 of 8dynamic process and these are examined and action as found feasible and justified is taken from time to time. Development / upgradation / modernization of stations including Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or state-wise. Bihar is covered under the jurisdiction of four railway zones, namely, Eastern Railway, East Central Railway, North Eastern Railway and Northeast Frontier Railway. For these zones, an allocation of ₹ 1,543 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 677 crore has been incurred so far. Jharkhand is covered under the jurisdiction of three railway zones, namely, East Central Railway, Eastern Railway and South Eastern Railway. For these zones, an allocation of ₹ 1,199 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 526 crore has been incurred so far. ***** Page 8 of 8
