FOODGRAINS DAMAGED/DESTROYED IN GODOWNS OF FCI

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased
to state:
(a) whether a large quantity of wheat and rice has been damaged or destroyed in the godowns of
Food Corporation of India (FCI) due to poor, dilapidated or inadequate storage arrangements, rain,
fire, pest infestation and other reasons during the last five years;
(b) if so, the details of the quantity of food grains destroyed along with the estimated economic loss
occurred because of this, year and State-wise;
(c) the number of such cases wherein investigation has been done during the said period;
(d) the number of officers and employees found guilty of negligence or held responsible in the
investigation and the details of the departmental, administrative or punitive action taken against
them
(e) whether the Government is implementing any time-bound action plan at national level to
increase scientific storage capacity for safe storage of foodgrains, to set up modern steel silas in
place of conventional godowns and to prevent the wastage of foodgrains; and
(f) if so, the information in this regard along with the time-frame fixed for implementation of the
said plan, State-wise?

(a) & (b): No central pool foodgrains stocks (rice & wheat) have been damaged due to poor,
dilapidated or inadequate storage arrangements in the godowns of Food Corporation of India (Fl:1).The PCI procures, stores and handles huge quantities of foodgrains over long periods for
distribution under welfare schemes of Government and for maintaining the buffer and strategic
reserve to ensure the food security. Only very negligible quantity of foodgrains accrue as non-
issuable/damage mainly due to natural calamities like Cyclone/Flash Flood/Rain etc. The state -
wise and year-wise details on the damaged foodgrains along with economic loss reported during
last five years is enclosed at Annexure-A.
(c) & (d): Every case of damaged foodgrains is investigated by the three tier categorization
committee i.e. Divisional level, Regional level, Zonal level. 18 employees have been held
responsible in the investigations. The disciplinary action have been taken against those found
responsible.
(e) & (f): in order to upgrade and modernize the storage infrastructure, the construction of silos
across the country has been approved under the Public Private Partnership (PPP) mode. Silos at 76
locations with storage capacity of 39.00 LMT have been completed. Moreover, the construction of
silos at 59 locations with storage capacity of 25.625 LMT is currently underway.
Further, under Hub & Spoke Phase-II, tender for construction for 25.125 LMT silos at 54
locations under Design, Build, Finance, Own and Operate (DBFOO) mode in 17 bundles/Projects
have been awarded. Concession agreement has been signed for 21.25 LMT (48 locations) in 15
bundles/Projects.
