Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION
be pleased to state:
(a) the details of quantity offoodgrains damaged, wasted or lost in transit and storage under
Food Corporation of India (FCI) between April 2023 and March 2025, including the monetary
value of such losses, State-wise;
(b) whether they are recoverable under insurance or through departmental accountability and
if so, the details thereoE
(c) whether FCI stores its foodgrains in rented warehouses and if so, the details of amount
being spent on this annually;
(d) the details of the steps taken by the Government to modernise FCI godowns and introduce
end-to-end digitisation of inventory; and
(e) whether any FCI or State-level officials have been penalised for negligence in these losses
and if so, the details thereoP

(a): The Food Corporation of India (FCI) procures, stores and handles huge quantities of
foodgrains in a scientific manner. Despite handling of crores of tons of foodgrains across the
country in all climatic zones, a negligible quantity of foodgrains accrue as damaged mainly due to
natural calamities vb flood, cyclone, heavy rains etc.
The details on the State-wise storage and transit losses of foodgrains along with the
monetary value reported during April 2023 to March 2025 is enclosed at Annexure A & B
respectively.
(b): Each and every case of loss beyond the norms is investigated and departmental
actions/recoveries are initiated against the negligent officials found responsible.
(c): Yes. FCI stores its foodgrains in rented warehouses also. A total of Rs. 348482.30 lakh
(unaudited) has been paid by the FCI as warehouse rent during financial year 2024-25 .(d): in order to keep its storage infrastructure robust and updated, the FCI is taking various steps
. for modernization. The details are as under:
Implementation of Depot Darpan Platform: Depot Darpan is a digital self-assessment and
monitoring platform to enhance the infrastructure and operational efficiency of foodgrain storage
depots
Upgradation of FCI owned godowns: For upgradation ofFCI owned godowns, the capital budget
has been allocated under 'Transformation ofFCI’ initiative.
(e): The region-wise details of the number of disciplinary cases initiated against the officials of
FCI for foodgrains damaged, wasted or lost in transit and storage in FCI between April 2023 and
