Will the Minister of EDUCATION be pleased to state:
(a) whether the Foundational Literacy and Numeracy Assessment Test (FLNAT) has been conducted in Andhra Pradesh under the New India Literacy Programme (NILP), if so, the details thereof;
(b) the number of learners assessed through FLNAT under the New India Literacy Programme since 2019, State/UT and year-wise, including district-wise details for Andhra Pradesh;
(c) the number of learners who have successfully qualified FLNAT, State/UT and year-wise, including the district-wise details for Andhra Pradesh;
(d) whether the Government is aware that the FLNAT has not been conducted or has not been implemented fully in Andhra Pradesh, if so, the reasons therefor and the steps taken by the Government to expedite its implementation; and
(e) the measures taken by the Government to strengthen assessment, monitoring and certification of learners under the New India Literacy Programme including the timeline for achieving universal coverage of FLNAT in all eligible districts? (a) to (c) : The Government of India is implementing, a Centrally Sponsored Scheme, New India Literacy Programme (NILP) since 2022-23, popularly known as ULLAS - Nav Bharat Saaksharta Karyakram. In pursuance to the National Education Policy (NEP) 2020, the scheme targets non- literates aged 15 and above. It aims to provide Foundational Literacy and Numeracy (FLN) to non- literate learners, thereby enabling them to attain basic literacy. Under the scheme, the States/UTs, including Andhra Pradesh conduct the Foundational Literacy and Numeracy Assessment Test
(FLNAT) which is an evaluation to assess basic reading, writing and numeracy skills in non-literate individuals, certifying them as “Literates” upon successful completion. In the State of Andhra Pradesh during FY 2024–25 and FY 2025–26, a total of 28,72,767 learners appeared for theFoundational Literacy and Numeracy Assessment Test (FLNAT) under the programme covering all districts. Out of these, 28,06,516 learners successfully passed, achieving an overall pass percentage of 97.69%. The number of learners assessed and successfully qualified the FLNAT State/UT and year-wise is attached at Annexure-I and District-wise details of Andhra Pradesh is attached at Annexure-II.
(d) & (e) As informed by the State of Andhra Pradesh, the FLNAT is being conducted across the States under the ULLAS–New India Literacy Programme. The Government of Andhra Pradesh is implementing "Akshara Andhra" Literacy Programme aligned with ULLAS, with an objective of achieving 100% adult functional literacy. The learners and volunteers are digitally registered and verified through the Akshara Andhra Mobile Application. The Mobile Application and MIS portal are also used for attendance, monitoring, assessment and reporting. The programme adopts a decentralized, participatory, technology-driven and convergence-based approach, with special focus on women, workers, vulnerable groups, SCs, STs, minorities and other marginalized sections. The programme is being implemented through convergence of departments including Adult Education, School Education, SERP, MEPMA, Women Development & Child Welfare, Panchayat Raj, GSWS, DWMA, APSSDC/Skill Development and other departments.
The process of identification and certification is a continues process in all States/UTs including Andhra Pradesh. Till date nine (9) States/UTs have declared themselves ‘Fully Literate’ under ULLAS, these are; (1) Ladakh, (2) Mizoram, (3) Goa (4) Tripura, (5) Himachal Pradesh,
