ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH ANDFAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (c): Ministry of Road Transport and Highways has notified Section 162 of Motor Vehicles Act, 1988, inserted vide Motor Vehicles (Amendment) Act, 2019, mandates the Central Government to formulate a scheme for the cashless treatment of victims of the accident during the golden hour. Under the scheme, treatment cover up to Rs.1.5 lakh per victim is provided, subject to a maximum cap of 7 days from date of accident. The treatment cover isavailable to those victims who are involved in roadaccidents caused by use of motor vehiclesacross anycategoryof road. Health is a State subject. However, Ministry of Health and Family Welfare, Government of India provides technical and financial support to States and Union Territories across the country under the National Programme for Prevention and Control of Non- Communicable Diseases (NP-NCD) as part of the National Health Mission (NHM). The Programme focuses on strengthening infrastructure, human resource development, screening, early diagnosis, referral, treatment and health promotion for Non-Communicable Diseases (NCDs) including cancer as per need and proposal from the State and Union Territories.Under the programme, 770 District NCD Clinics, 364 Day Care Cancer Centres and 6410 NCDclinics at CommunityHealthCentreshave beenset up. Under the Strengthening of Tertiary Care Cancer Facilities Scheme' 19 State Cancer Institutes (SCI) and 20 Tertiary Care Cancer Centres (TCCC) have been set up across the country. The National Cancer Institute at Jhajjar (Haryana) and the second campus of ChittranjanNational Cancer Institute, Kolkata have been set up toprovide advance diagnostic and treatment facilities. Cancer treatment facilities have also been approved in all 22 new All India Institute of Medical Science (AIIMS). As perthe announcement of Union Budget 2025- 26, 297 Day Care Cancer Centres (DCCCs) (including 67 DCCCs in Uttar Pradesh, which contains one at Ambedkar Nagar) have been approved for establishment across the country during the FinancialYear 2025-26. During 11th Five Year Plan(2007-2012) and12thFive Year Plan(2012-2017) underthe “National Programme for Prevention & Management of Trauma and Burn Injuries” (NPPMT&BI), 196 Trauma Care Facilities (TCFs) have been sanctioned in Government Hospitals/ Medical Colleges across the country. Beyond 12th Five Year Plan, there is no provision for identification of new trauma care facilities and burn units under this scheme. Out of 196 TCFs, 13 are sanctioned in Uttar Pradesh at BRD Medical College, Gorakhpur; District Hospital, Faizabad; KGM College, Lucknow; LLR Hospital & GSVM College, Kanpur; District Hospital, Jaluan, Orai; MLB Medical College, Jhansi; District Hospital, Basti; SN Medical College, Agra; Shri BA District Hospital, Etawah; District Hospital, Fatehpur; MLN Medical College, Allhabad; LLRM Medical College, Meerut; District Hospital, Lalitpur. Under the HealthMinister's Cancer PatientFund (HMCPF) componentof the Umbrella Scheme of RAN, one-time financial assistance up to Rs. 15lakh is provided for the treatment of poor patients suffering from cancer at Regional Cancer Centres (RCCs), Tertiary Care Cancer Centres (TCCCs), State Cancer Institutes (SCls), and other Government hospitals/institutes with cancer treatment facilities. Additionally, under the Health Minister's Discretionary Grant (HMDG), financial assistance up to Rs.1.25 lakh is provided to poor patients suffering from life-threatening diseases to cover part of the expenditure on hospitalization/treatment in Government hospitals, in cases where free medical facilities are not available. *****
