(a) whether the Government is aware of the problems of frequent power outages, low
voltage, transformer failures and prolonged repair periods being faced in the rural and
tribal areas of the Bardoli Lok Sabha Constituency in Gujarat;
(b) if so, the number of complaints received during the last three years and the status
of their redressal;
(c) whether the Government has any proposal to ensure uninterrupted power supply
in the remote and tribal villages of Bardoli, including deployment of additional
transformers, feeder segregation, underground cabling or solar energy–based
alternative arrangements; and
(d) if so, the action plan thereof along with the prescribed timelines?

(a) & (b) : Electricity being a concurrent subject, supply and distribution of electricity
to consumers is within the purview of the respective State Government/ distribution
utility. Government of India supplements the efforts of the States through various
schemes to help them achieve the objective of providing quality and reliable supply of
power to all consumers.
Dakshin Gujarat Vij Company Ltd. (DGVCL) has submitted that it is responsible for
supply of power to more than 6 lakh consumers in Bardoli Lok Sabha constituency. Over
the period of last three years i.e. during FY 2023-24 to FY 2025-26 (upto January, 2026), a
total of 1,03,747 complaints related to power supply interruptions, voltage fluctuation,
and transformer failures etc. have been received and no complaint is pending.
(c) & (d) : The Government of India launched Revamped Distribution Sector Scheme
(RDSS) in the year 2021 with the objective of improving the quality and reliability of
supply of power to consumers through a financially sustainable and operationally
efficient distribution sector. Projects worth Rs 2.83 lakh Crore have been sanctioned
under RDSS scheme which include infrastructure works (including smart metering)
amounting to Rs. 16,712 Crore for the state of Gujarat (including Rs. 4,153 Crore for
DGVCL). Of this, Rs. 555 crore have been sanctioned for works (including smart
metering) in Bardoli constituency i.e. Surat and Tapi district.

Further, DGVCL has also prepared an action plan for the Bardoli Lok Sabha
constituency under various schemes of Government of Gujarat viz. System Improvement
(SI), Robust-SI, Vanbandhu Kalyan Yojana-2 (VKY-2), Kisan Suryoday Yojana (KSY), and
Sardar Krushi Jyoti Yojana (SKJY) with a total cost of Rs. 316 crore. The timeline for
completion of works under all these schemes is FY 2025-26 except for Robust-SI for
which the timeline is FY 2026-27. These works include:
Deployment of additional and higher-capacity distribution transformers to
address overloading and improve voltage profile.
Strengthening and segregation of agricultural and non-agricultural feeders to
ensure reliable power supply and reduce interruptions.
Network strengthening through replacement of deteriorated conductors, erection
of new poles, and conservation of HT overhead network into underground cable.
Promotion of rooftop and distributed solar energy systems under applicable
Government policies to supplement grid power, particularly in remote and
difficult-to-access locations.
