FUGITIVE ECONOMIC OFFENDERS
140. Shri Joyatana Basumatary:
Will the Minister of FINANCE be pleased to state:
(a) the details regarding the number of individuals declared as Fugitive Economic
Offenders under the Fugitive Economic Offenders Act, 2024, along with the value of
economic offenses involved, since 2024, year-wise;
(b) the details regarding the status of attachment, confiscation and disposal of
properties of such offenders, including the value of assets attached and realized so
far, within or outside the territory of India
(c) the details regarding the cases where extradition requests or mutual legal
assistance have been initiated against such offenders and the current status of such
cases; and
(d) whether any measures have been taken by the Government to disburse
confiscated amounts or otherwise financially assist the victims of such economic
offences, if so, the details thereof?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF FINANCE

(a) & (b) Since 2024, 11 individuals have been declared as Fugitive Economic
Offenders under the provisions of the Fugitive Economic Offenders Act, 2018 (FEOA).
Properties amounting to ₹ 1,303.16 crore have been confiscated under the provisions
of Fugitive Economic Offenders Act, 2018 pertaining to such offenders since 2024.
(c) Out of the above said fugitives, Red Notice has been published against 08
individuals and Extradition Requests have been sent in respect of 04 individuals who
were located. Moreover, 12 Mutual Legal Assistance Requests (MLAR) have also
been sent.
(d) Yes, necessary steps have been taken by the Government to restitute the
confiscated property to the legitimate victims of such economic offences. So far, the
Directorate has successfully restored properties valued at approximately ₹ 73,015.03
crore to victims or legitimate claimants resulting in restitution of ₹ 15,262.30 crore and
₹ 32,677.97 crore during FY 2024-25 and 2025-26 respectively. Moreover, during the
FY 2026-27 till date, an amount of ₹ 9,873.11 crore has been restituted.
