Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be
pleased to state:
(a) the number and details of Industrial Training Institutes (ITIs) functioning in Tamil
Nadu, particularly in Dharmapuri district, including the courses offered and enrolment
figures;
(b) whether the Government has assessed the quality of training and infrastructure
available in ITIs, particularly in the said district and if so, the outcome of such
assessments;
(c) whether the Government recognizes the need to improve the quality and relevance
of training in ITIs, particularly in the said district and if so, the specific steps taken/being
taken in this regard;
(d) whether the Government proposes to establish any new ITIs at the Block or
Panchayat level in Tamil Nadu, particularly in the said district and if so, the details thereof;
(e) whether any specific measures have been taken by the Government to upgrade
training standards, ensure industry linkage, and enhance employability of ITI graduates
in Tamil Nadu, especially in the said district, and
(f) if so, the details thereof?

(a) Sir, the Directorate General of Training (DGT), under the Ministry of Skill Development
and Entrepreneurship (MSDE) implements the Craftsmen Training Scheme (CTS)
through a country wide network of Industrial Training Institutes (ITIs) for the youth of the
country.
At present, there are 14,615 ITIs established in the country, out of which, 3,316 are
Government and 11,299 are Private ITIs.In the State of Tamil Nadu, a total of 456 ITIs are currently operational, out of which 93
are Government and 363 are Private ITIs. In the Dharmapuri district, 3 ITIs are functioning
(Government -1 and Private - 2).
District wise enrolment of trainees in ITIs in Tamil Nadu (including Dharmapuri) in the last
three academic sessions (2022–23 to 2024–25) in ITIs is attached at Annexure-1.
The List of courses running under CTS in ITIs in Tamil Nadu and in Dharmapuri district
is attached at Annexure-2.
(b) Sir, establishment and day to day administration of ITIs comes under the jurisdiction
of respective State Government and UT Administration, while the policies such as setting
the criterion for affiliation, conducting the examination along with certification and
designing curriculum are the responsibilities of Central Government.
Respective State Government conducts periodic joint- inspections of the ITIs in
coordination with Central Government. Based on which corrective actions are initiated
and the ITIs that fail to comply with the prescribed affiliation norms are de-affiliated. This
ensures that only ITIs maintaining the necessary standards in infrastructure, faculty
qualifications, curriculum implementation, and training delivery continue to operate.
In Dharmapuri district, some units affiliated with ITIs were de-affiliated in January 2025
due to absence of admissions over the last six academic sessions (2018-2023), indicating
underperformance and lack of demand.
(c) Sir, improving the quality of training in ITIs is a continuous process. Towards this,
inter-alia, the standards and norms of affiliation of ITIs are reviewed periodically. The
curriculum of courses under CTS is also updated regularly in consultation with industries
to incorporate the latest technological advancements and industry requirements,
ensuring that the skills imparted to trainees remain relevant.
Apart from these, DGT, had allocated funds under the following Schemes/Projects for
upgradation of ITIs across the country including Tamil Nadu.
i. Skill Strengthening for Industrial Value Enhancement (STRIVE): Under the
STRIVE scheme, financial assistance was provided to State Governments to
improve the relevance and efficiency of skill development imparted through
Industrial Training Institutes (ITIs) and apprenticeship training. A total of 500 ITIs
were selected across the country, including 32 ITIs from the State of Tamil Nadu.
The scheme ended on 31st May 2024, and a total financial assistance of Rs 37.82
crore was provided to the State of Tamil Nadu under this scheme.
No ITI from Dharmapuri district was covered under this scheme.
ii. Upgradation of Government ITIs into Model ITIs scheme: Under this scheme,
support was extended to 35 Government ITIs across 29 States/UTs, including
Tamil Nadu. The scheme ended on 31st March 2024, and a total financial
assistance of Rs. 3.99 crore was provided to the State of Tamil Nadu for the
upgradation of ITI Coimbatore under the Model ITI scheme. No ITI from
Dharmapuri district was covered under this scheme.In addition, the Union Cabinet has also approved the National Scheme for ITI
Upgradation and the setting up of National Centres of Excellence for Skilling to upgrade
ITIs by improving the quality of training, aligning courses with industry needs, and
promoting industry-led governance.
(d) Sir, establishment of ITIs including start of new courses comes under the jurisdiction
of respective State Government, whenever a proposal is received from the States/UTs
for the setting up of new ITIs, it is examined and decided as per the affiliation standards
and norms.
(e) & (f) Sir, several state governments including Tamil Nadu have collaborated with
industries to transform the Government ITIs into technology centres / hubs with modern
infrastructure and training facilities to meet the industry 4.0 standards. These
collaborations aim to equip Government ITIs with cutting-edge technology and industry-
aligned curriculum to bridge the skill gap and prepare students for the demands of the
evolving industrial landscape.
Further, DGT has also undertaken the following initiatives to enhance the employability
of ITI trainees across the country including in Tamil Nadu.
i. The curriculum of courses under CTS is also updated regularly in consultation with
industries to incorporate the latest technological advancements and industry
requirements, ensuring that the skills imparted to trainees remain relevant.
ii. Each course under the CTS includes a compulsory subject on Employability Skills.
This module focuses on essential skills such as behaviour, communication, IT
proficiency, work ethics, and other attributes that enhance a trainee's ability to
effectively work within a team and thrive in a professional environment.
iii. Dual System of Training (DST) has been introduced, wherein a significant portion
of the training is hands-on and conducted within the industry itself. Under the DST
framework, On-the-Job Training (OJT) is provided for a period of 6 to 12 months
within industries for courses with a total duration of one or two years. This
immersive approach integrates theoretical learning in ITIs with practical, real-world
experience in industrial settings.
In the State of Tamil Nadu, DST is currently being implemented in 15 ITIs.Annexure-1
