FUNCTIONING OF ONE STOP CENTRES
5580. SHRI RAHUL GANDHI:
Will the MINISTER OF WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether numerous One Stop Centres (OSCs) remain locked, non-functional/fail to operate
round-the-clock as mandated, if so, the details thereof;
(b) the number of women who have sought assistance and shelter at OSCs and the number of
cases of crimes against women registered during the last five years, State-wise and year-wise;
(c) the number of operational OSCs and new OSCs opened during the last five years, State-wise
and year-wise;
(d) the details of the funds released/utilised for OSCs during the said period, State-wise and year-
wise indicating the reasons for under-utilisation;
(e) the details of the sanctioned versus filled posts in OSCs including Administrators, Case
Workers, Counsellors, Medical Officers and Police, State-wise; and
(f) whether the Ministry has examined complaints of mismanagement/violation of operational
guidelines, if so, the details thereof along with the action taken thereon?
ANSWER

(a) to (f): One Stop Centre (OSC) is a component of the Sambal vertical under the umbrella
Mission Shakti. It provides integrated and immediate support and assistance under one roof to
women affected by violence and those in distress, both in private and public spaces. It provides
services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-
social counselling to needy women. Since inception, i.e. 1st April, 2015 up to 31st December,
2025, over 13.37 lakh women have been assisted in the country. The details of State and UT-wise
operational OSCs are at Annexure-I and State and UT-wise operational OSCs during the last five
years are at Annexure-II.The National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in
its publication “Crime in India”. The latest published report pertains to the year 2023 and is
available at its website https://ncrb.gov.in/en/crime-india.
The overall implementation of the OSC scheme lies with the State Governments and UT
Administrations. Funds are being released on the basis of guidelines of Department of Expenditure,
prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management
System (PFMS). The details of State-wise and year-wise funds released under OSC scheme during
the last five years are at Annexure-III.
As per the Mission Shakti guidelines, the Central Government provides 100% financial assistance
to States/ UTs for appointment/hiring 13 manpower resources including 1 Centre Administrator,
2 Case Workers, 1 Psycho-social Counsellor, 1 Para Legal Personnel/ Lawyer, 1 Para Medical
Personnel, 1 Office Assistant with computer knowledge, 3 Multi-purpose Staff/Cook and 3
Security Guards/Night Guards at each OSC.
Once in a year, the Programme Approval Board (PAB) monitors with States and UTs, the progress
of activities under the scheme and reviews status of achievement of objectives and effective
delivery of services to women and children. Apart from this, officials of the Ministry continuously
review the scheme through meetings, video conferencing and by making field visits to States and
UTs from time to time.
Two third party evaluations of the schemes of the Ministry, including the Mission Shakti
Umbrella Scheme and its components relating to One Stop Centres (OSCs) have been conducted
in 2020 and again in 2025 through NITI Aayog. The studies have found the relevance,
effectiveness and sustainability of the scheme as satisfactory.
