Parliament Question: Functioning of Schemes under Mission Shakti

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 929 ANSWERED ON 24.07.2026 FUNCTIONING OF SCHEMES UNDER MISSION SHAKTI 929. SMT. LOVELY ANAND: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the current status of implementation of the Anganwadi-cum-Creche (cradle home)/Palna Scheme, Palan Ghar and Working Women's Hostel schemes approved under Mission Shakti including the approved/operational units in Bihar, district-wise; (b) whether any special training/evaluation system has been implemented in the said State to improve the efficiency, capacity building, digital monitoring and quality of service of the staff of Women Helpline-181 and One Stop Centres; (c) if so, the details thereof; and (d) the details of the steps being taken by the Government to effectively provide immediate legal, medical and psychosocial counselling as well as shelter and rehabilitation services, to women in situations of violence and crisis? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (d): Palna Scheme: The Ministry introduced Anganwadi cum Creches (AWCCs) under Palna Scheme w.e.f. 01 April 2022, for providing day care creche facilities in safe and secure environment to children (aged 06 months – 06 years) of all mothers irrespective of their employment status along with nutritional support, health and cognitive development of children, growth monitoring, immunization, education etc. Palna component under Samarthya vertical of Mission Shakti is a centrally sponsored scheme and is implemented with a funding ratio of 60:40 between Centre and State Governments and UTs with legislature except North East & Special Category States where ratio is 90:10. For UTs without legislature, 100% funding is provided by the Central Government. Palna is a demand driven centrally sponsored scheme and the States/UTs assess their requirement and proposals are approved by the Programme Approval Board (PAB) after discussion with States/UTs. In State of Bihar, 504 AWCCs are approved and all arefunctional. District wise details of Anganwadi cum Creches (AWCCs) operational in the State of Bihar is at Annexure. Sakhi Niwas Scheme: Sakhi Niwas Scheme (Working Women Hostel) under the overarching Mission Shakti, is a demand driven Centrally Sponsored Scheme, under which funds are released directly to the States/UTs for implementation of the scheme. The States/UTs assess their requirement as per local needs and proposals are approved by the Programme Approval Board (PAB) after discussion with States/UTs. The scheme aims to promote availability of safe and conveniently located accommodation for working women in urban, semi-urban and also in rural areas where employment opportunity for women exists. Under the Scheme, financial assistance is provided for running of Sakhi Niwas in rented premises for working women and for those women who are under training for job. Provision of Day Care Centre for children of the residents of the Sakhi Niwas is an important aspect of the scheme. In this scheme, fund is provided for rental accommodation. Component of construction has been discontinued. Presently, 575 Sakhi Niwas are functional across the country, including three (03) Sakhi Niwas in Bihar, one each located in the districts of Patna, Muzaffarpur and Gaya. Shakti Sadan Scheme: Under the overarching ‘Mission Shakti’, erstwhile schemes of ‘Swadhar Greh’ – Home for women in difficult circumstances and ‘Ujjawala’- Home for women rescued from Trafficking, have been merged w.e.f. 01.04.2022 and are now known as ‘Shakti Sadan Scheme’, which is an Integrated Relief and Rehabilitation Home for women in distressful situations including trafficked women. It aims at creating a safe and enabling environment for the women in such difficult situations, to enable them to overcome the adverse circumstances. Under Shakti Sadan Scheme, the residents of Shakti Sadan are provided with shelter, food, clothing, counselling, legal aid, primary health facilities and other daily requirements. The residents also to be provided vocational training, facility for opening of bank accounts, social security benefits etc. in convergence with the relevant departments. At present, 16 Shakti Sadans are functional in the State of Bihar. One Stop Centre and WHL: One Stop Centre (OSC), a component of the Sambal vertical under Mission Shakti, provides integrated support and assistance under one roof to women affected by violence and women in distress, both in private and public spaces. OSCs provide services such as medical assistance, legal aid and advice, temporary shelter, police facilitation, psycho social counselling and referral services, as per the requirement of each case. Till 30th June, 2026, 985 OSCs are operational in the country out of which 61 OSCs are operational in the State of Bihar. Since inception, i.e. 1st April, 2015 upto 30th June, 2026 over 15.80 lakh women have been assisted in the country through these OSCs. Women Helpline (WHL 181) provides toll free 24x7 emergency and non-emergency assistance to women in distress through a single uniform number (181) by linking them with appropriateservices such as ERSS 112, One Stop Centres, Child Helpline (1098), Police, Hospitals and Legal Services. Till 30th June, 2026, WHLs have assisted over 1.04 crore women in the country. The Ministry has undertaken measures to strengthen the capacity of Women Helpline (WHL) and One Stop Centre (OSC) functionaries through regular training, technical support and continuous handholding of States/UTs. Capacity building programmes have been organised with the support of institutions such as the National Institute of Mental Health and Neuro Sciences (NIMHANS), Savitribai Phule National Institute of Women and Child Development (SPNIWCD) and C-DAC, covering areas such as psycho-social counselling, gender sensitisation, ethical call management, case management, dashboard operations and referral mechanisms. C-DAC also provides regional and hands-on training, technical support, dashboard support, troubleshooting and MIS/data analytics support to States/UTs. The Ministry regularly reviews the implementation of the schemes through Programme Approval Board (PAB) meetings, review meetings, video conferences and field visits.
