Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has any data regarding the actual
expenditure against the budget allocated, houses sanctioned,
under construction, completed and handed over to beneficiaries
under Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 during
2025-26 across the country and if so, the details and the present
status thereof, particularly for Uttar Pradesh in Kairana, Ambedkar
Nagar, Moradabad, Muzaffarnagar and Aonla Lok Sabha
Constituencies and in Etah and Kasganj districts;
(b) whether it is true that the approved housing projects could not be
completed on time in urban areas of Uttar Pradesh including
Kairana, Ambedkar Nagar, Moradabad, Muzaffarnagar and Aonla
Lok Sabha Constituencies and Etah and Kasganj districts due to
lack of basic infrastructure, deficiencies in quality of construction
and administrative delays and if so, the reasons therefor along with
the corrective steps taken thereon;
(c) whether the Government is aware that a large section of families
living in slums, tenants, homeless urban youth and other poor
eligible persons have been deprived of the benefits of the said
yojana due to its stringent eligibility criteria and if so, the details
thereof, particularly in Kairana, Ambedkar Nagar, Moradabad,
Muzaffarnagar and Aonla Lok Sabha Constituencies and Etah and
Kasganj districts of Uttar Pradesh;

(d) the scheme of the Government to develop industrial corridors or
skill development centres near these housing projects to link urban
youth with employment, especially in respect of Kairana, Ambedkar
Nagar, Moradabad, Muzaffarnagar and Aonla Lok Sabha
Constituencies and Etah and Kasganj districts; and
(e) whether the Government proposes to make any amendments to the
eligibility criteria and if so, the details thereof?
ANSWER
THE MINISTER OF STATE IN THE
MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 to provide all weather pucca houses with basic civic
amenities to eligible urban beneficiaries across the country. Based
on the learnings from the experiences of implementation of PMAY-
U, MoHUA has revamped the scheme and launched PMAY-U 2.0
‘Housing for All’ Mission with effect from 01.09.2024 for
implementation in urban areas across the country to support 1
crore additional eligible beneficiaries in next five years. PMAY-U
2.0 is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP),
Affordable Rental Housing (ARH) and Interest Subsidy Scheme
(ISS). The Scheme Guidelines may be accessed at https://pmay-

PMAY-U and PMAY-U 2.0 are demand driven schemes. As per the
guidelines, States/Union Territories (UTs) are responsible for
identifying beneficiaries, planning and executing projects and
allotting completed houses. Citizens can apply through the Unified
Web Portal of PMAY-U 2.0, where States/UTs/Urban Local Bodies
(ULBs) verify applications at multiple levels based on eligibility
criteria. After demand assessment and beneficiary validation,
States/UTs prepare project proposals, which are approved by the

State Level Sanctioning and Monitoring Committee (SLSMC) and
then submitted to the Ministry for sanction of Central Assistance
by the Central Sanctioning and Monitoring Committee (CSMC). The
Unified Web Portal for submitting the online applications can be
accessed through https://pmay-urban.gov.in.
The contours of PMAY-U 2.0 including eligibility criteria have been
designed on the basis of learnings of PMAY-U scheme, global best
practices/ benchmarks and outcomes of series of consultations
with multiple stakeholders including States/UTs, Banks, Housing
Finance Companies, Private Sector etc. There is no proposal for
making any amendments in the eligibility criteria by the Ministry.
Based on the project proposal submitted by States/UTs, a total of
127.68 lakh houses including 16.20 lakh under PMAY-U 2.0 have
been sanctioned by the Ministry, so far. Out of which, 121.03 lakh
houses have been grounded and 99.07 lakh are completed/
delivered to the beneficiaries across the country as on 13.07.2026.
A total of ₹2,12,483 crores of Central Assistance have been
approved of which ₹1,80,582 crores have been released to
States/UTs based on the compliances submitted by them.
A total of 17.60 lakh houses have been sanctioned in the State of
Uttar Pradesh under PMAY-U, of which 17.55 lakh houses have
been grounded and 17.18 lakh are completed/delivered to the
beneficiaries which is around 98% of the total sanction. Under
PMAY-U 2.0, a total of 3.99 lakh houses have been sanctioned in
the State, of which 2.86 lakh houses are grounded and 0.07 lakh
are completed, so far. Further, the total sanctioning and
completion of houses in the State is more than the National
average under these schemes. A total of ₹33,628.24 crores of
Central Assistance has been sanctioned under PMAY-U and PMAY-
U 2.0, of which 30,248.01 crore have been released to the State of
Uttar Pradesh.

The details of houses sanctioned, grounded and completed along
with Central Assistance approved and released under PMAY-U 2.0
since inception, during 2025-26 and current financial year across
the country including Uttar Pradesh are at Annexure. The progress
of the scheme can also be accessed on the PMAY-U dashboard
(https://dashboard.pmay-urban.gov.in).
As per the Scheme Guidelines of PMAY-U and PMAY-U 2.0, the
State/UT Governments are responsible for providing basic
infrastructure for the houses constructed under the scheme.
Further, as per the scheme guidelines, States/UTs are encouraged
to ensure convergence of the scheme with various other Centrally
Sponsored Scheme and Missions including DAY-NULM (Deendayal
Antyodaya Yojana–National Urban Livelihoods Mission) and other
relevant schemes for provision of related infrastructure services
including developing skill development centers near the housing
projects to provide livelihood opportunities to the beneficiaries.
States/UTs may also develop Skill Development Centres in
convergence with the Ministry of Skill Development and
Entrepreneurship (MSDE) and its programmes, including Pradhan
Mantri Kaushal Vikas Yojana (PMKVY), near housing projects to
enhance livelihood opportunities for beneficiaries.
