SHRI B K PARTHASARATHI: SHRI DAGGI,]MALLA PRASADA RAO: will the Minister of SocIAL JUSTICE AI\D EMPOWERMENT be pleased to state: (a) the details regarding number of projects approved, implemented, and currently active under Atal Vayo Abhyuday Yojana (AVYAY) under all its sub-components classified State and district-wise for Andhra Pradesh; (b) the details regarding number of beneficiaries served under each component during the last t}ree years, year, State and dishict-wise for Andhra Pradesh; (c) the details regarding total funds allocated, released and utilized under AVYAY during the last three years, year, State and district-wise including Andhra Pradesh; (d) the details regarding list of institutions or NGos implementing Senior citizens Homes, mobile Medicare units, caretaker training and assistive device camps under AVYAY in Andhra Pradesh; (e) the details regarding steps taken by the Govemment to raise awareness about AVYAY and its various components among senior citizens and stakeholders, especially in rural and remote area; and (f; whether mechanisms such as social audits, surprise inspections and third-party evaluations have been institutionalised to monitor delivery and quality of services under AVYAY? ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SIIRI B.L.VERMA) (a) to (b): The Ministry of Social Justice and Empowerment, implements a scheme namely Atal vayo Abhyuday Yojana (AVYAY) to provide help and secwity to the senior citizens. The Scheme has the following seven components:- i. Integrated Programme for Senior citizenQPSrC) - Granrin-aid is provided to Non- Govemmental/ Voluntary Organisations for running and maintenance of Senior Citizen Homes (old age homes), continuous care Homes, etc. Facilities like shelter, nutrition, medicare and entertainments are provided fiee of cost to indigent senior citizens.The district wise information of number of projects under this component in Andhra Pradesh is enclosed at Annexure-I.ii, state Action PIan for senior citizen(sAPSrC)- Under state Action Plan for Senior citizens (sAPSrc), the state Govemment implements the state Action Plan for welfare of sonior citizens, Grant-in-aid !s provided to States/ UTs for activities like awareness generation, sensitization, cataract surgeries and State specific activities. iii. Elilerline - The National Helpline on Toll free number 14567 namely 'Elderline' was launched on 01.10.2021 for grievance redressal of Senior Citizens and to generate awareness about the Act, schemes and programmes being executed by central & state Govemments. Elderline was operational in the state of Andhra Pradesh from l/10/2021 to 1517212023. The details of calls received under Elderline in the State of Andhra Pradesh during this period is as under: State/UT Total Calls Total Actionable Total Cases Total Field Interventions / Received Cases Registered Resolved Rescues Conducted Andhra 32,509 10,317 7,573 184 Pradesh Elclerline is not in operation in the State of Andhra Pradesh ftom 16.12.2023-onwards as the State of Andhra Pradesh has not signed the tripartite MoU. iv, Rashtriya Vayoshri Yojana(RVY) - The Ministry of Social Justice and Empowerment is implementing the scheme component of 'Rashtriya Vayoshri Yojana @VY)' with the objective to provide to senior citizens, with the monthly income of not more than Rs. 15000/- and suffering from age related disabilities/ infirmities, with such physical aids and assisted living devices which can restore near normalcy in their bodily functions. The scheme was launched on 01.04.2017. Seniorcire Ageing Growth Engine(SAGE) - SAGE scheme Component is to promote out-of-the-box and innovative solutions for the commonly faced problems. Under this scheme component, innovative start- ups are identified and encouraged for developing products, p.o.irr.r and services for the welfare of the elderly. The selection of the start-ups is made ihrough a transparent process and the funds are provided as equity, subject to the Govemment invesinent noi 49o/o of the total equity of the Firm. Till date nine start-ups have been supported " u* nc de ee rd ti hrr ig s component. out ofthese nine start-ups, no start-up is supported in the state of Andhra Pradesh. vi. Training of Geriatric Caregivers - The main objective of this scheme component is to bridge the gap in supply and increasing demand in the field of geriatric caregivers so as to p*u-ia" r"or" profeisional services to the senior citizens and also to create a cadre of professional care givers in the field of geriatrics. The number of individuals trained under this component during the last three years are as wrder: -Q-2022-23 2023-24 2024-25 35,480 out of these 35,480 individuals trained under this scheme component, 90 trainees were trained in the state of Andhra Pradesh. vii. Other Initiatives for Senior Citizens: In order to solve the problems of healthy and productive ageing, several initiatives are implemented actoss the country. (e) and (f): The Department takes regular steps to ensure proper implementation of AVYAY scheme throughout the country . Following steps have been taken in this regard:- l. Awareness Generation: The Departrnent utilizes various platforms, including the Ministry's website, the e-Anudaan Portal, social media channels, regional conferences, and radio channels to raise the awareness about the scheme' 2. Collaboration with state^JT Govemments: The Deparfinent collaborates with StateVUTs to ensure that the schemes are being implemented effectivcly the -at Dishict/Regional level. Regional conferences are held with states/ UTs for the effective implementation of the Schemes' 3. Capacity Building and Training: Regional Resources and Training centers (RRTCS), *ao u" aegis of this Departtnent, conduct various workshops and capacity b1llding trainings on iigital, frnancial, social empowerment, awareness generation etc.. RRTCs havp also beerimandated to enhance the efficiency of senior citizen homes. one of the work of National lnstitute of social Defence (NISD), an autonomous body of the Departnent, is wider dissemination of information in the field of old age care. 4. Regular Monitoring and Evaluation: The Deparftnent has set up a Project Mgni-toring UnIt (pfrAq for rnonitoring of the AVYAY scheme. Regular evaluation/third party evaluations'are conducted for effective implementation of the AYVAY scheme.
