* Nationally, 428 projects worth Rs. 14,786 crore have been approved under AHIDF, with Rs. 430 crore released as interest subvention.

(a) the details of the major initiatives undertaken by the Government to promote
sustainable fisheries, livestock and dairy development in the country especially in West
Bengal;
(b) the total funds allocated, released and utilized under flagship programmes such
as Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Animal Husbandry
Infrastructure Development Fund (AHIDF) during the last five years in the country
especially in West Bengal; and
(c) whether any steps have been taken by the Government to support modernisation
of fisheries infrastructure, cold-chain facilities and fish landing centres to enhance value
addition and exports and if so, the details thereof?

(a) to (c) : The Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D),
Government of India (GoI) is implementing various schemes and programmes for
holistic development of Fisheries, Animal Husbandry and Dairying sector in the country
including West Bengal namely (i) Pradhan Mantri Matsya Sampada Yojana (PMMSY),
(ii) Fisheries and Aquaculture Infrastructure Development Fund (FIDF), (iii) Rashtriya
Gokul Mission (RGM), (iv) National Livestock Mission (NLM), (v) Livestock Census and
Integrated Sample Survey Scheme (LC& ISS) (vi) Supporting Dairy Cooperatives and
Farmer Producer Organizations (SDCFPO) (vii) Entrepreneurship Development and
Employment Generation (EDEG), (viii) Livestock Health and Disease Control
Programme (LHDCP), (ix) National Programme for Dairy Development (NPDD) and (x)
Dairy Processing and Infrastructure Development Fund (DIDF).
During the last five years under PMMSY Scheme, the projects with total outlay of
Rs. 21274.13 crore including central share of Rs. 9189.74 crore have been approved for
the development of fisheries and aquaculture in the country. For West Bengal an
investment target of Rs.910.00 crore with central share of Rs.350.00 crore was
envisaged under PMMSY. However, the State Government did not submit any proposal
and participate in the PMMSY scheme during the initial two years of implementation i.e.
2020-21 and 2021-22 despite several requests at various levels. The State Government
commenced participation in PMMSY from 2022-23 onwards by submitting various
fisheries developmental proposals, however, even the proposed project proposals were
not as per the PMMSY investment targets for West Bengal. Accordingly, the project
worth of Rs.545.16 crore with central share of Rs.221.78 crore have been approved.
Government of West Bengal has reported that an amount of only Rs.58.51 crore has
been utilized which is around 51% of central funds of Rs. 114.07 crore of central share
released so far. To review and expedite the grounding and implementation of approved
projects under PMMSY to West Bengal, Hon’ble Union Minister of Fisheries, Animal
Husbandry and Dairying chaired a review meeting on 2nd August, 2025 at Kolkata, West
Bengal with the State Fisheries Department of West Bengal.
Major initiatives taken for development of fisheries and aquaculture in West
Bengal under PMMSY include 221nos of New Freshwater Finfish Hatcheries, 53 units
of Cold storage/Ice plants, 124 ha Bio-floc ponds, 95 units RAS, 184 nos of Feed
mills/plants, 40 units of Fish retail units/ Kiosks, 3 units disease diagnostic mobile labs,
one Aquatic Referral Labs, 4 nos Modernization/Up-gradation of existing Fishing
Harbours, 7 nos of state of art whole sale fish market and one Integrated modern
coastal fishing village at total cost of Rs.242.53 crore. Further, 18 nos fisheries
infrastructural projects (3 Private & 15 Govt.) with outlay of Rs. 66.81 crore in West
Bengal have been approved under FIDF. Out 18 FIDF projects, only one private project
has been completed and remaining 17 are yet to be completed.In the livestock and dairy sector, West Bengal has been approved 32 projects
under Animal Husbandry Infrastructure Development Fund (AHIDF) worth Rs.508.90
crore with interest subvention support of Rs.13.60 crore released. The projects
approved under AHIDF include 8 dairy processing units, 1 meat processing unit, 14
animal feed plants, and 9 breed improvement and multiplication farms. At the national
level, 428 projects worth Rs.14,786 crore have been approved under AHIDF with
interest subvention of Rs.430 crore released. Under Rashtriya Gokul Mission-
Nationwide Artificial Insemination (AI) programme for free of cost delivery at farmers’
doorstep to enhance milk production and productivity of bovines including indigenous
breeds, during the last five years, ₹97.51 crore has been released to West Bengal,
covering 53.68 lakh animals through 85.94 lakh Artificial Insemination dosages and
benefiting 34.97 lakh farmers. Further, under National Programme for Dairy
Development (NPDD) scheme being implemented across the country including West
Bengal since 2014-15, 3 projects worth ₹403.47 lakh with central share of ₹393.47 lakh
have been approved and ₹363.16 lakh has been released.
To support modernization of fisheries infrastructure, cold-chain facilities and fish
landing centres for value addition and exports, under PMMSY and FIDF, the Department
of Fisheries, GoI has approved projects with total outlay of Rs. 11212.08 crore which
includes cold storages, ice plants, refrigerated and insulated transport vehicles, fish
marketing infrastructure, fish processing plants and development/ modernization of
fishing harbours and fish landing centres.
As a result of various well thought policies and initiatives of Government of India,
India's seafood exports have more than doubled from ₹30,213 crore in 2013-14 to
₹60,523.89 crore in 2023-24. The Marine Products Export Development Authority
(MPEDA) promotes Indian fisheries products through brand promotion and international
collaboration, while the Export Inspection Council conducts periodic training programs
for stakeholders. The Department of Fisheries, in collaboration with the Ministry of
Commerce and Industry and other key stakeholders, also holds bilateral meetings with
major and emerging seafood export destinations such as the United States, European
Union, China, Japan, Russia, Thailand, New Zealand, Australia, and South Korea to
further boost seafood exports including share of value-added products. To strengthen
India’s global presence in the seafood sector, the government is enhancing the ease of
doing business by amending regulations, streamlining import procedures, and reducing
import duties on essential aqua-feed ingredients, aquaculture inputs, and fish
processing and value addition ingredients.
