Parliament Question: Funds Allocated under various Schemes

O.I.H. GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3250 TO BE ANSWERED ON MARCH 12, 2026 FUNDS ALLOCATED UNDER VARIOUS SCHEMES NO. 3250. SHRI BHARAT SINGH KUSHWAH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the funds allocated to Gwalior Lok Sabha Constituency under various Central schemes being implemented by the Ministry from 2022-23 till date, year and scheme-wise; (b) the details of the actual expenditure incurred out of the said allocated funds during the said period, year and scheme-wise; (c) the reasons for the actual and financial progress remains slow in comparison to the allocated funds under the said schemes; and (d) the steps being taken by the Government to ensure maximum and time- bound utilisation of the allocated funds? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Smart Cities Mission (SCM), Swachh Bharat Mission-Urban 2.0 (SBM- U 2.0), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM), Prime Minister Street Vendor’s AtmaNirbhar Nidhi (PMSVANidhi), Urban Transport, etc. Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance (CA) to the States. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts. AMRUT: The Mission was launched on 25 June 2015 in selected 500 cities (485 cities including 15 merged cities) and towns across the country. The Mission focuses on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non- motorized urban transport. AMRUT 2.0 was launched in the year 2021 in …2/--2- all ULBs/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Funds under AMRUT and AMRUT 2.0 are allocated/released/ sanctioned to States/UTs and not Constituency/District/ULBs wise. The States/ UTs further release funds to the ULBs/ parastatal agencies as per the progress of projects. Under the Mission, States/ UTs are empowered to select, appraise, prioritise and implement projects. Under AMRUT, Madhya Pradesh State has taken up 17 projects worth ₹856.25 crore in Gwalior Lok Sabha Constituency (Gwalior and Shivpuri Districts), which have been completed. As per the information updated by the State on AMRUT portal an expenditure of ₹802.99 crore has been incurred. Under AMRUT 2.0, the State has taken up 49 projects worth ₹1,493.80 crore in Gwalior Lok Sabha Constituency of which 38 projects have been awarded. As per the information updated by the State on AMRUT 2.0 portal an expenditure of ₹113.53 crore has been incurred on these projects so far. The Mission guidelines have specific provisions for formation of State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State, to monitor and supervise the implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development & Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. Further, an Apex Committee constituted under the ambit of Mission guidelines reviews and monitors the Mission periodically. For assessment and monitoring of work done under AMRUT in the States/ UTs, there is a provision of Independent Review and Monitoring Agencies (IRMAs). Also, in order to fast-track the implementation of AMRUT, the progress is periodically reviewed & monitored through regular video conferences/ webinars/ workshops/ site-visits etc. by MoHUA with the States/ UTs & their ULBs. There is a dedicated AMRUT 2.0 online portal for tracking the progress and monitoring of projects provided by the States/ UTs. SCM: Under SCM, Central financial assistance of Rs. 490 Cr has been released for Gwalior smart city and the same has been utilised by the city. The Mission has come to end on 31.03.2025. …3/--3- As apprised by the Smart Cities, the delay in completion of some projects can be attributed to varying reasons including, inter alia, legal issues, delay in obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities. SBM-U: Under the mission, the Central financial assistance as Central Share (CS) funds are allocated to the States/UTs for the entire Mission period and not on yearly basis. Under SBM-U, CS funds are released to the States/UTs on the basis of demand made by States/UTs in the form of complete proposals duly approved by State Level Technical Committee (SLTC) which are further transmitted to ULBs by the concerned State/UT as per the State Action Plan. Hence, details of district-wise or constituencies-wise project are not maintained at Ministry level. It is the State/UT and their ULBs who have to implement the projects and action plans on ground through sustained efforts and day to day monitoring of status in their respective urban areas of jurisdiction. Regular interaction is made by MoHUA throughout the year with the concerned Principal Secretaries/ Secretaries/ Mission Directors of the States/UTs to review the financial progress of the States. Weekly expenditure details of the States/UTs are regularly shared with the Mission Directors of States/UTs to emphasize on meeting their targeted expenditure. Field visits by Central team are also being done to support ground implementation. Technical handholding advisories/guidelines have been disseminated with States/ULBs and are being followed up through regular capacity building programmes. Model Request for Proposals (RFPs) and Model Concession Agreements (MCAs) have been prepared and notified for ready use in procurement by ULBs. Therefore, schemes related to housing for their citizens are implemented by States/UTs. However, MoHUA supplements the efforts of States/UTs, by providing Central Assistance for pucca houses to eligible urban beneficiaries across the country under PMAY-U since 25.06.2015. …4/--4- Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by eligible beneficiaries at affordable cost, for one crore additional eligible beneficiaries through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U 2.0 guidelines and Unified Web-portal for submitting the online applications can be accessed through https://pmay-urban.gov.in. DAY-NULM: Funds under DAY-NULM are released directly to States/UTs. District-wise data is not maintained at Central level. However, MoHUA was implementing the DAY-NULM till 30th September, 2024. PM SVANidhi: This Scheme is a Central Sector Scheme. Loan amount is disbursed directly into the accounts of the beneficiaries. Urban Transport: A total fund amounting to Rs. 66,00,000/- has been released to Gwalior till date, under the sub-scheme "Transport Planning and capacity building in urban transport for metro and non-metro projects" as per the terms of the erstwhile UTPCB (Urban Transport Planning and Capacity Building) Scheme for preparation of Comprehensive Mobility Plan (CMP) and Alternative Analysis Report (AAR). Further, State/City level meetings are regularly held to monitor the progress of the scheme and to resolve issues raised by the States/cities. *****
