Will the Minister of MINES be pleased to state:
(a) the total amount collected so far under the District Mineral Foundation (DMF) in
Etawah district of Uttar Pradesh and the details of the annual distribution made in
this regard, year-wise;
(b) the details of schemes on which this fund has been spent so far and the area-
wise details thereof;
(c) whether any scientific study conducted or concrete measures has been taken to
control the environmental impacts such as river erosion or decline in water level
caused by mining activities;
(d) whether any transparent digital monitoring system or public participation based
tracking mechanism is put in place for proper utilisation of the fund, if so, the details
thereof; and
(e) whether a five-year comprehensive plan or vision document been prepared under
DMF, if so, the details thereof?

(a) & (b) As per the information received from the State Government of Uttar
Pradesh, a total Rs.71.59 Lakh has been collected under the DMF in Etawah District
since 2017-18. In 2020-21, Rs.35.17 Lakhs (Education: Rs.16.61 Lakhs and Covid-
19: Rs.18.56 Lakhs) and in 2022-23, Rs.12.03 Lakhs (Other Priority Sector) has
been utilized.
(c) As per the Mines and Mineral (Development and Regulation) Act, 1957, before
execution of mining lease, every lessee is required to obtain statutory clearances
from various departments of the Central Government and respective State
Governments, including Environmental Clearance and Forest Clearance. As part ofgrant of Environmental Clearance, the prospective lessees carry out Environment
Impact Assessment (EIA) and submit the Environment Management Plan (EMP)
based on scientific study by taking into consideration of likely the impact of project
activity on the baseline environment. The mining lease holders are also required to
implement the environmental mitigation measures as approved during grant of
Environmental Clearance. The compliance of the various environmental parameters
by the lease holders is monitored and enforced by the respective State Pollution
Control Boards. Further, as per the information received from the State Government
of Uttar Pradesh, no such case of adverse environment impact come to knowledge
in respect of Etawah District.
(d) The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) Guidelines, 2024
mandates that every DMF has to maintain a dedicated website for proactive
disclosure, including collection of fund, utilization details, project lists, progress
reports, audit findings, and third-party evaluations, etc. Further, the Ministry of Mines
has also launched the National DMF Portal (https://dmf.gov.in) in 2024, a centralized
platform offering district-wise and state-wise data, sectoral fund allocations, and
public access to key documents.
(e) The PMKKKY Guidelines 2024 mandates that District Mineral Foundations
(DMFs) shall conduct a baseline survey to formulate a five-year Perspective Plan.
Based on the findings and gaps identified through this survey or assessment, the
DMFs shall develop a five-year Perspective Plan strategy.
