FUNDS FOR DAIRY SECTOR

Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING

be pleased to state:
(a) the trends observed in Budget Estimates, Revised Estimates and Actual Expenditure incurred
during recent years and the steps taken to further enhance efficiency and timely utilisation of
funds under major schemes for livestock and dairy sector;
(b) whether there were any delays related to State implementation capacity, revised fund flow
mechanisms or timing of Annual Action Plans and if so, the corrective measures adopted to
ensure smooth implementation in Budget Estimates 2026-27;
(c) the manner in which the Department evaluates the balance between revenue and capital
expenditure for creation of durable assets in breed improvement, disease control, dairy
processing and related infrastructure development;
(d) the details regarding the flagship schemes proposed to be continued or restructured beyond
2025-26; and
(e) the measures taken by the Government to ensure that the budgetary support is being aligned
with the livestock sector's contribution of about 5.5% to national Gross Value Addition (GVA)?

(a) and (e) The total Budgetary Estimates (BE) for the schemes have increased from Rs.2930.04
crore in FY 2021-22 to Rs.5873.15 crore in FY 2026-27 that is by 200.44%. The details of the
trends observed in the budget estimates since 2021-22 to 2026-27 is given at Annexure-I.
In order to ensure effective Implementation and utilization of funds, the progress of
schemes of the Department is regularly reviewed during National Steering Committee meetings,
regional review meetings, State review meetings, and visits of senior officers. At the State level,
the schemes are regularly reviewed by Technical Management Committee/ review committee
under Principal Secretary/ Secretary of State Animal Husbandry Department. Further, the
Department of Animal Husbandry and Dairying has established a system of National Level
Monitors for independent monitoring of the schemes in the field. The schemes are also monitored
online through the NDLM- Bharat Pashudhan portal and respective scheme portals.
(b) At present, there are no delays related to State implementation capacity, revised fund flow
mechanisms or timing of Annual Action Plans. All States/UTs are now fully conversant with the
new fund flow mechanism of SNA-SPARSH and TSA-Hybrid. Regular interactive sessions are
organised by the Department in collaboration with Ministry of Finance for State/UT level officers
and officials to resolve any fund flow related issues arising in the operation of the software.
(c) In order to complement the efforts made by the States and Union Territories for creating
durable assets in breed improvement, disease control, dairy processing and related infrastructure
development, the Department of Animal Husbandry and Dairying, Government of India is
implementing schemes namely: (i) National Programme for Dairy Development (NPDD) for dairy
infrastructure; (ii) Rashtriya Gokul Mission (RGM) for breed improvement and creation of
breeding infrastructure in the form of semen stations, semen banks, Artificial Insemination
Training Institutes, IVF labs, centre of excellence, Heifer Rearing Centres and (iii) Livestock
Health & Disease Control Programme (LHDCP) for disease prevention, control and creation of
livestock health infrastructure including establishment of Mobile Veterinary Units. Funds under
these schemes are released as grant-in-aid which is technically revenue expenditure. However,
funds released by the Department are utilized by the States/ Union Territories for creation of
durable assets. Further, the Department of Animal Husbandry and Dairying, Government of India
is implementing schemes exclusively for infrastructure development namely (i) Animal
Husbandry Infrastructure Development Fund: 3% interest subvention is made available under the
scheme for incentivisation of investments in the animal husbandry sector; and (ii) National
Livestock Mission - Entrepreneurship Development Programme (NLM-EDP): under the
component subsidy is made available for establishment of nucleus breed multiplication farms.
Recurring expenditure is not made available under the majority of the schemes implemented by
the Department of Animal Husbandry and Dairying, Government of India.
(d) The Department has prepared a comprehensive Expenditure Finance Committee
Memorandum (EFC memo) for the XVIth Finance Commission cycle, in line with Budget
announcements of 2026-27 and subsuming all ongoing flagship schemes after incorporating all
suggestions of appraisal agencies.
