FUNDS FOR LHDCP AND NATIONAL LIVESTOCK MISSION IN KERALA
*128 SMT. JEBI MATHER HISHAM:
Will the Minister of Fisheries, Animal Husbandry and Dairying
be pleased to state:
(a) total amount allocated to Kerala under the Annual Action Plan to compensate farmers
for livestock culling due to bird flu, African Swine Fever and swine flu in the last three
years;
(b) how much of this allocation has been released year-wise, what amount is pending and
the reasons for the delay and timeline for clearance;
(c) the year-wise details of funds released to Kerala under the Livestock Health and Disease
Control Programme (LHDCP) and National Livestock Mission (NLM), along with
utilisation certificate status; and
(d) status of Kerala’s LHDCP and NLM project proposals and by when will approvals be
granted?

REGARDING FUNDS FOR LHDCP AND NATIONAL LIVESTOCK MISSION IN
KERALA ASKED BY SMT. JEBI MATHER HISHAM:
(a) and (b) States/ UTs undertake culling only after the confirmed outbreak of Bird Flu
(Avian Influenza) and African Swine Fever (ASF), following the procedure prescribed
as per the National Action Plans. Accordingly, the State/UT submit the proposal to
compensate for the culling undertaken.
The culling compensation is shared by Center and the State in the ratio of 50:50. Center
share is approved and released based on the proposal with required details received from
the State.
There is no provision of compensation for culling in case of swine flu.
The release of Central share for culling compensation to the State of Kerala during the
last three years is placed as Annexure-I.
(c) During 2024-25, Rs. 1384.46 lakh was released but the state had utilized Rs. 769.24 lakh.
The fund released/utilized during the last three years under the Livestock Health &
Disease Control Program (LHDCP) and National Livestock Mission (NLM) is placed as
Annexure-II.
(d) Annual Action Plans for LHDCP received from the States/ UTs are examined and
approved as per Operational Guidelines and allocation is made as per the fund
availability. During 2025-26, under LHDCP, the proposal of State of Kerala has been
approved for Rs 1400.14 lakhs. Rs 973.68 lakhs has been released so far and out of
which only Rs 388.25 has been utilised.
Under National Livestock Mission (NLM), the proposal of the State of Kerala were
considered as per Operational Guidelines and availability of funds. Allocation of Rs.
100.00 lakh was made during 2025-26. Against the allocation, first installment of Rs.
50.00 lakh has been released and only Rs. 25.00 lakh has been utilized by the state of
Kerala.Annexure-I
