Parliament Question: Funds Released to Assam under SASCI Scheme

GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF EXPENDITURE LOKSABHA UNSTARRED QUESTION No. 213 TO BE ANSWERED ON MONDAY, JULY 20, 2026/ ASHADHA 29, 1948 (SAKA) Funds released to Assam under SASCI Scheme 213. Shri Amarsing Tisso: Will the Minister of FINANCE be pleased to state: (a) whether the Government has released funds to the State of Assam under the Scheme for Special Assistance to States for Capital Investment (SASCI) during the last three financial years and the current financial year, (b) the amount of funds sanctioned, released and utilized by the State Government under the Scheme, year-wise; (c) the details of projects approved under the Scheme in the State of Assam including those in Karbi Anglong and Dima Hasao districts, district-wise; (d) whether the Government has received any proposal from the Government of Assam for capital investment projects in Karbi Anglong and Dima Hasao under the Scheme and if so, the details thereof along with the status of such proposals; and (e) whether the Government proposes to accord priority to infrastructure projects in the Sixth Schedule areas of the North Eastern Region under the Scheme and, if so, the details thereof? ANSWER THE MINISTER OF STATE FOR FINANCE (SHRI PANKAJ CHAUDHARY) (a) & (b): Yes, the Government of India has released funds to the State of Assam under the Scheme for Special Assistance to States for Capital Investment (SASCI). The amount of funds approved/sanctioned, released and utilized by the State Government under SASCI during the last three financial years and the current financial year is given below-(in Rs crores) Financial Year Amount Amount Amount Utilized* Approved/Sanctioned Released 2023-24 6555.54 5804.43 4692.00 2024-25 7548.61 7427.50 6108.97 2025-26 8689.29 8763.90 8689.29 2026-27 2495.00 2454.16 NA# (till 14.07.2026) * As per the Utilization Certificate provided by the State Government # The Utilization Certificate for FY 2026-27 will be due in FY 2027-28 (c) & (d): As per the data uploaded by Government of Assam on PFMS, total 2552 projects have been approved for the State of Assam under SASCI since inception of the scheme in 2020-21. In 2026-27, the Government of India has received proposal from the Government of Assam for capital investment projects in various districts, including the districts of Karbi Anglong and Dima Hasao, under Part I of SASCI. The projects under Part I of SASCI 2026-27 have been approved based on the proposal submitted by the State Government.
