Will the Minister of EDUCATION be pleased to state:
(a) the total funds allocated, released, and utilised under the PM-SHRI scheme since its inception,
year-wise and State/UT-wise, including the share received and utilised in Nagaur and Didwana-
Kuchaman districts of Rajasthan;
(b) whether the Government maintains records of States/UTs that have failed to contribute their
share under the funding pattern of PM-SHRI, if so, the details thereof; and
(c) the number of schools in the country that have achieved 100 per cent physical and academic
upgradation as per PM-SHRI benchmarks and the number of such fully upgraded schools in
Rajasthan with special reference to Nagaur and Didwana-Kuchaman districts?

(a): The centrally sponsored scheme of PM SHRI was approved by Cabinet on 7th September,
2022. Subsequent to the approval, the details of funds allocated, released and utilised under PM
SHRI scheme during FY 2023-24 and 2024-25 is attached as Annexure-I.
The details of funds allocated and utilised in Nagaur and Didwana-Kuchaman districts of
Rajasthan is as follows:

(b): Under PM SHRI (PM ScHools for Rising India), a centrally sponsored scheme, central
share of the funds approved for States/UTs by the Project Approval Board (PAB) are released to
the State Government, subject to the fulfilment of conditions prescribed by the Ministry of
Finance. These funds along with commensurate State/UT share are further transferred to the
designated Single Nodal Agency’s (SNA) account for PM SHRI scheme at the state level. As per
the guidelines issued by the Ministry of Finance, depositing the State share into the SNA account
is mandatory for the release of the subsequent installment of the Central share.
(c): Under PM SHRI scheme, PM SHRI schools are upgraded to showcase all the components
of the National Education Policy 2020 and focus on cognitive development and creating holistic
and well- rounded individuals equipped with key 21st century skills. The scheme focuses oncreating an equitable, inclusive, and joyful learning environment that caters to diverse
backgrounds, multilingual needs, and varied academic abilities. These schools are designed to
engage students actively in their learning process, ensuring that every child feels welcomed, cared
for, and supported in a safe and stimulating environment.
To make PM SHRI schools exemplar with equitable, inclusive and joyful school
environment, PM SHRI scheme has a provision to saturate PM SHRI schools with various
components. However, the physical and academic upgradation is a continuous process. States/UTs
identify gaps in saturation of components such as Computer Lab/ICT Lab/Smart Classrooms,
Library with Good Furniture, Internet Facility, Vocational Skill Education, Guidance and Career
Counselling, Fully Equipped Integrated Science Lab/Physics Lab/Chemistry Lab/Biology Lab,
Playground with Well-Equipped Sports Facilities, School Innovation Council, Youth and Eco
Club for Mission LiFE, Bala Features and Jadui Pitara for Primary School Children, 10 Bagless
Days for Students, Child Tracking Software for Tracking the Children's Attendance, Fully
Functioning Handwashing Facility and Toilets, Green School Features etc. and submit proposal
which is appraised and sanctioned by the Project Approval Board (PAB), in consultation with
States/UTs according to financial and programmatic norms and provision available.
