Manju Sharma: Shri Ummeda Ram Beniwal: Will the Minister of EDUCATION be pleased to state: (a) the details of the fund sanctioned, allocated and utilised under Samagra Shiksha Abhiyan (Education for All) in Rajasthan during the last five financial years and the current year, year- wise; (b) the number of schools in the State received grants under SSA along with the items for which this expenditure was made, district-wise; (c) whether the Government has launched/proposes to launch any new schemes for the overall development of the students by imparting intellectual, moral and life-skill based education, if so, the details thereof; (d) whether the Government is working on the scheme to establish Navodaya Vidyalaya in Barmer Lok Sabha constituency, if so, the details thereof and if not, the reasons therefor; and (e) the details of the shortage/requirement of schools, classrooms, buildings and various resources in Barmer, Jaisalmer and Balotra districts of Rajasthan? The Central Government releases funds to State/UTs in lump sum and intervention-wise releases are not made under the scheme of Samagra Shiksha. The district-wise number of schools receiving grants under Samagra Shiksha Scheme in Rajasthan in the year 2024-25 is at Annexure. (c): Following Centrally Sponsored education schemes/programmes are being implemented by the Government in the State of Rajasthan: i. The Department of School Education and Literacy is implementing an Integrated Centrally Sponsored Scheme for School Education - Samagra Shiksha w.e.f. 2018- 19. The scheme aims to ensure that all children, from pre-school to class 12, have access to quality education with an equitable and inclusive classroom environment which should take care of their diverse background, multilingual needs, different academic abilities and make them active participants in the learning process. The scheme aligns with the National Education Policy 2020 and Sustainable Development Goal (SDG-4) which focuses on quality education. The scheme also targets foundational literacy and numeracy, holistic and integrated curriculum and innovative pedagogical methods, aiming to bridge social and gender gaps in education. ii. Pradhan Mantri Schools for Rising India (PM SHRI), a Centrally Sponsored Scheme, in which PM SHRI schools are set up by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies. These schools are to showcase all the initiatives of National Education Policy (NEP) 2020 and emerge as exemplar schools over a period of time, and also offer leadership to other schools in the neighbourhood. They provide leadership in their respective regions in providing high- quality education in an equitable, inclusive and joyful school environment that takes care of the diverse background, multilingual needs, and different academic abilities of children and makes them active participants in their own learning process as per the vision of NEP 2020. Under the scheme, there is a provision of setting up of more than 14500 PM SHRI schools by strengthening the existing schools from amongst schools managed by Central Government/State/UT Government/local bodies out of which a total of 639 schools have been selected from the state of Rajasthan. iii. Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) is one of the foremost rights based Centrally Sponsored Scheme implemented in partnership with the States and UTs for providing one hot cooked meal to children studying in Balvatika (pre- primary classes) and classes I to VIII of Government and Government-aided schools on all school days. During FY 2024-25, Central Assistance of Rs. 608.69 Crore was released to the State of Rajasthan for implementation of PM-POSHAN scheme. iv. The New India Literacy Programme (NILP) popularly known as ULLAS - Nav Bharat Saaksharta Karyakram, is being implemented from FY 2022-23 to 2026-27. The scheme aligns with the National Education Policy (NEP) 2020 and targets non literates aged 15 years and above who have missed formal schooling and provideeducational opportunities to them to make them literate. During FY 2024-25 Rs. 2062.32 lakh was released as Central Share to the State of Rajasthan under the scheme. For FY 2025-26 Rs. 3091.92 lakh has been approved as central share under the scheme. (d): The Navodaya Vidyalaya Scheme envisages for opening of one NV in each district of the country. With sanctioning of 62 new NVs in November 2016, all 638 districts (as on 31st May, 2014) of the States/UTs which have accepted the scheme, other than 6 districts with 100% urban population, have been covered under this scheme. All the districts of Rajasthan have been covered under Navodaya Vidyalaya Scheme. Opening of new NVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new NVs depends on approval by the competent authority as per extant procedures. (e): The details of the shortage/requirement of schools, classrooms, buildings and various resources in Barmer, Jaisalmer and Balotra districts of Rajasthan as shared by the State Government of Rajasthan is as under: S.
