PURANDESWARI: Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state: (a) the details and the total procurement value through the Government e-Marketplace (GeM) and the current percentage of Central and State Government procurement is conducted through GeM during the last five years, State and year-wise; (b) the details and the number of buyers and sellers on the GeM platform increased during the last five years, State and year-wise; (c) the details of the technological upgrades introduced to enhance the efficiency of the GeM portal; (d) the details of the measures taken by the Government to promote Micro, Small and Medium Enterprises (MSMEs) on GeM; (e) whether the Government has data on the contribution of GeM in cost savings of Government procurements, if so, the details thereof; and (f) whether the Government is considering to allow private sector enterprises to procure through GeM in the future, if so, the details thereof? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्यमंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SHRI JITIN PRASADA) (a) As of 30th July 2025, the total procurement value through GeM since its inception is INR 14.77 lakh crore. (c) The Government e-Marketplace portal undergoes continuous technological enhancements to improve efficiency and user experience. These upgrades include continuous upgrade of Virtual Machines, storage and software. Recent upgrades include the following – i. AI-enabled chatbot for user query resolution. ii. Centralized monitoring has been implemented for proactive health checks of GeM portal. iii. Adoption of Automation tools to streamline deployment process of new features/functionalities/upgrades, reducing manual intervention. iv. Migration of Lightweight Directory Access Protocol (LDAP) middleware services from NIC to GCC to enhance authentication reliability and availability. v. Introduction of Development Security and Operations (DevSecOps) practices. vi. Implemented module base specific policies on Web Application Firewall to improve security of GeM. (d) The Government has taken the following measures to promote Micro, Small and Medium Enterprises (MSMEs) on GeM: i. Marketplace filters have been provided to help buyers identify and buy products of MSEs. ii. Integration with Udyam database to verify and update status of sellers as MSEs. iii. In line with Public Procurement Policy for Micro and Small Enterprise (MSEs) order, 2012, functionality provided for giving purchase preference and relaxation in Earnest Money Deposit/prior experience/turnover. (e) An Independent study conducted by the World Bank and IIM Lucknow (2020) estimated an average savings of 9.75% from the median price. Economic Survey of 2021-22 highlighted a cost comparison for 22 common-use goods and found that prices on GeM were observed to be 9.5% lower in comparison with other online platforms for 10 out of 22 commodities.
