Will the Minister of PANCHAYATI RAJ be pleased to State:
(a) the details of the progress made in geo-tagging and GIS-based mapping of Gram Panchayat assets under the Panchayat-level GIS initiative in Valsad Parliamentary Constituency;
(b) whether the geo-spatial data generated under the initiative has been integrated with the PM Gati Shakti National Master Plan or any other national planning platform, if so, the details thereof; and
(c) if so, the manner in which such GIS-based planning has improved infrastructure planning, convergence of schemes and service delivery in tribal and remote Gram Panchayats? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) Under the e-Panchayat Mission Mode Project (MMP), the Ministry of Panchayati Raj has developed the mActionSoft mobile application, which is integrated with the eGramSwaraj portal since 2020โ21 to facilitate geo-tagging and monitoring of assets and works undertaken by Gram Panchayats. The application enables geo-tagging of assets at three stages of execution, namely before commencement, during progress and upon completion, thereby promoting transparency, accountability and effective monitoring.
A total of 3,232 assets have been geo-tagged across Gram Panchayats in the Valsad Parliamentary Constituency during the year 2025-26.
(b) Yes Sir. Geo-tagged data of assets created and maintained under the Finance Commission Grants has been integrated with the PM GatiShakti National Master Plan (NMP). The data has also been integrated with the Gram Manchitra platform for the purpose of more effective Gram Panchayat Development Planning (GPDP).
(c) The integration of GIS-based information enables Gram Panchayats to access location- specific information on public assets, identify infrastructure gaps, and undertake need-based planning at the local level. It also facilitates planning of development works with due 1consideration to existing infrastructure and promotes convergence of activities under various Central and State Government schemes during the GPDP preparation process.
With regards to tribal and remote Gram Panchayats, the availability of geo-tagged asset information and spatial mapping facilitates planning and prioritization of works relating to rural connectivity, drinking water sources, schools, health facilities, Anganwadi Centres, community assets and other basic infrastructure based on local requirements. It also assists Gram Panchayats in identifying underserved habitations, assessing infrastructure gaps, avoiding duplication of assets and preparing need-based Gram Panchayat Development Plans (GPDPs) through informed local planning.
