SHRI SAKET GOKHALE: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) whether Anganwadi workers face persistent server issues, language barriers and device shortages while using the Poshan Tracker application; (b) whether the linking of supplementary nutrition to mandatory daily Aadhaar-based tracking is leading to the exclusion of marginalized beneficiaries; and (c) details of the steps taken to provide better smartphones, data plans and an offline-sync mode to resolve these ground-level hurdles? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (c) The ‘Poshan Tracker’ digital application has been rolled out as an ICT based governance tool for monitoring and tracking of all activities in the Anganwadi Centres (AWCs), Anganwadi Workers (AWWs) and beneficiaries on defined indicators. It has facilitated near real time data collection for Anganwadi Services. It is available in 24 languages. It has substantially reduced the administrative work by simplifying manual data entry and reducing operational challenges. Poshan Tracker application has enabled the Ministry and States & UTs to review the implementation of the scheme on various parameters and to make course corrections. The Poshan Tracker application allows data entry in offline mode. It is specifically designed to support AWWs in areas with limited or no connectivity. Block and District coordinators provide on-ground handholding support to AWWs and supervisors for effective usage of the Poshan Tracker and resolution of technical glitches.To capture the real time data in Poshan Tracker application, all AWWs are provided smart phones along with Internet connectivity charges of ₹2000/- per annum. Additionally, a 2% buffer for smartphones has been provisioned to be kept and maintained at the district level for smooth and uninterrupted data entry. As per data available on Poshan Tracker dashboard, 99.88% registered beneficiaries are Aadhaar verified. Aadhaar based tracking has enabled proper identification of beneficiaries, prevention of leakages and eliminating ghost entries. It also ensures that Supplementary Nutrition Programme (SNP) benefits are delivered only to the intended beneficiaries registered on the Poshan Tracker. *****
