Shri Vishaldada Prakashbapu Patil: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has taken note of the Unified District Information System for Education Plus (UDISE+) 2024-25 data, which denotes that Government schools constituting approximately 70 percent of all schools nationwide, account for less than half (approximately 49 per cent) of total students enrollment, indicating a declining trend in students enrollment in Government schools, if so, the details thereof; (b) the details of the specific measures undertaken by the Government to improve infrastructure, Pupil- Teacher Ratio (PTR) and retention rate in Government schools in the country; (c) whether the Government is likely/proposes to allocate funds and stipulate a clear timeline for achieving parity in student enrollment in Government and private schools in the country; and (d) if so, the details thereof? ANSWER MINISTER OF EDUCATION (SHRI DHARMENDRA PRADHAN) (a) to (d): A statement is laid on the table of the House. ******STATEMENT REFERRED TO IN REPLY TO PART (A) TO (D) OF LOK SABHA STARRED QUESTION NO. 236 ANSWERED ON 09/03/2026 ASKED BY HONB’LE MP SHRI VISHALDADA PRAKASHBAPU PATIL REGARDING ‘GOVERNMENT SCHOOL ENROLLMENT UNDER UDISE+’ (a): As per Unified District Information System for Education Plus (UDISE+), total number of government schools are 1013322 (68.9%) out of 1471473 schools and enrolment in these government schools is 121589911 (49.2%) out of 246932680 overall enrolments. Under the Centrally Sponsored schemes like Samagra Shiksha, STARS and PM Shri, States and UTs are supported for strengthening of existing government schools, and for creation and augmentation of infrastructure facilities like Additional Classrooms, Toilets for Boys/Girls/CWSN, Drinking Water, Electricity, Boundary Walls, Library, ICT and Digital Classrooms, based on the gaps determined from Unified District Information System for Education plus (UDISE+) database and proposals received from respective State/UT. The requirement of infrastructural facilities in schools is worked out every year by the respective State/Union Territory on incremental basis depending on their need and priority and reflected in their Annual Work Plan and Budget (AWP&B). These plans are then appraised and approved by Project Approval Board (PAB) in consultation with the States and Union Territories as per the programmatic and financial norms of the scheme, physical and financial progress of works sanctioned earlier and availability of budgetary resources. The Government through the Centrally Sponsored Scheme of Samagra Shiksha, provides financial assistance to the States and UTs to maintain appropriate Pupil-Teacher Ratio (PTR) for various levels of schooling, as per norms prescribed in NEP, 2020 and the Right of Children to Free and Compulsory Education (RTE) Act, 2009, as amended from time to time. Strengthening of teacher training/education programmes is supported under the centrally sponsored scheme of Samagra Shiksha in alignment with the recommendations of the National Education Policy (NEP), 2020. The interventions under Samagra Shiksha are aimed at strengthening of physical infrastructure in Teacher Education Institutions (TEIs); support to State Councils of Educational Research and Trainings (SCERTs) so that they can effectively and efficiently carry out quality teacher education, research and develop state-specific curriculum framework, as a follow up to the National Curriculum Framework for School Education (NCF SE); capacity building of District Institute of Education and Training (DIET) functionaries; continuous academic support to schools through BRC/CRC etc.Also, Central Government assist States and UTs through the Centrally Sponsored Scheme of Samagra Shiksha and hot cooked meal provided from Balvatika to class 8 under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Yojna. Financial assistance/grant is also provided to the States and UTs for various activities to reduce dropout and increase enrolment in Government schools, which include opening/strengthening of new schools up to Senior Secondary level, strengthening school infrastructure, setting up and up gradation and running of Kasturba Gandhi Balika Vidyalayas (KGBV) upto class 12, setting up of residential schools/hostels named Netaji Subhas Chandra Bose Avasiya Vidyalayas, hostels under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), transport allowance, undertaking enrolment drives, seasonal hostels/residential camps, provision of vocational education and ICT facilities in schools, providing free text books and free uniform, transport/escort facility, etc, financial assistance/grant is also provided for aids and appliances for children with special needs.
