2333. Shri Mohmad Haneefa:
Will the Minister of EDUCATION be pleased to state: a) whether the Government is aware of the sharp decline in the pass percentage of classes 10 and 12 students of Government schools in Union Territory of Ladakh after the recent transition to the Central Board of Secondary Education (CBSE) system and particularly poor due to results in Kargil district;
b) if so, the details thereof alongwith the factors responsible for this dismal performance; c) whether the Government has undertaken or proposes to undertake any detailed study, policy intervention or special resource package to improve academic outcomes in Ladakh’s government schools; and d) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)
(a) to (d): Central Board of Secondary Education (CBSE) exam pattern and competency-based question style differ significantly from the earlier board viz; Jammu & Kashmir board Of School Education (JKBOSE), causing initial difficulty for many students and teachers. Further, Ladakh’s short academic year and harsh winters limit learning continuity.
The School Education Department, UT Administration, Ladakh has taken multiple initiatives in the UT for better results of class 10 & 12, which are as follows: • Winter Coaching Camps (remedial teaching) being conducted every year from October to February in both Leh and Kargil with residential facilities.
• Well-equipped libraries, laboratories, ICT labs, Astronomy Labs, Full science practical coverage labs established in all Secondary/ Higher Secondary Schools • Vocational courses have been introduced in all Secondary/ Higher Secondary Schools.
• Establishment of 37 PM SHRI Schools in Ladakh (including 21 in Kargil) with enhanced infrastructure and smart classrooms.• Appointment of 130 subject-specific contractual lecturers/teachers in Kargil District • Teacher Training: Orientation training programme conducted for 1,200 secondary/ higher secondary school teachers by CBSE Regional Centre, Chandigarh, in 2024-25 on CBSE question paper patterns and new assessment techniques.
• Pre board exams conducted for the students of class 10th and 12th under CBSE pattern twice in a year.
These endeavors have resulted in the improved performance of the students in class 10th and 12th. The pass percentage has improved from 53% to 73% for class 10th and 44% to 48% for class 12th during 2023-24 to 2024-25.
