Will the Minister of PANCHAYATIRAJ be pleased to state:
(a) the number of Gram Panchayat Bhawans completed and made operational under the
restructured Rashtriya Gram Swaraj Abhiyan (RGSA) asof January 2026,State-wise;
(b) whether there are any Gram Panchayats with a population of over 3,000 that still do not
have a functionaloffice building;
(c) if so, the details thereof including those affected due to incomplete projects, State-wise;
and
(d) whether the Government has fixed a timeline to ensure that all Gram Panchayats,
irrespective of their population, have fully functional and digitally-enabled office
infrastructure, if so, the details thereof,State-wise?
ANSWER

(SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH)
(a)to(d) Panchayat,being “LocalGovernment”,isa Statesubject andpart of the Statelist of
the Seventh Schedule of the Constitution of India. Thus, the primary responsibility of
providing dedicated office infrastructure for Gram Panchayats and internet connectivity in
Panchayats lies with States/UTs. The States/ UTs have to ensure that the Gram Panchayat
Bhawan is available and functional, with provisions such as public seating, space for Gram
Sabha meetings, information walls, multifunctional rooms, etc., to support effective
governance and community use. However, under the Centrally Sponsored Scheme of
Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), the Ministry supplements the efforts of
States/UTs in building Panchayat infrastructure and Computers and peripherals, at a limited
scale, with particular focus on the North Eastern States. The State/UT-wise number of Gram
Panchayat Bhawans approved and completed under the Revamped RGSAsince 2022-23 is at
Annexure-I.
As per the information providedbythe States/UTs, 4,559Gram Panchayats with a population
of 3,000 and abovedid not have their own GP Bhawan. To address this infrastructure gap, an
additional 3,301 GPBhawansfor Gram Panchayats with a populationof 3,000and abovehave
been approved under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) during the
financialyear2024–25.
1The primaryobjective of the revampedRashtriya Gram Swaraj Abhiyan isCapacity Building
and Training (CB&T)of Panchayati Raj Institutions. However, as mentioned above, limited
financial supportis also provided under the scheme for the construction of Gram Panchayat
(GP) Bhawans,based on proposals submitted by the States/UTs and approved by the Central
Empowered Committee. Funds under the scheme are released to the States/UTs against the
approved Annual Action Plan(AAP). Subsequently, the States/UTs book the expenditure for
implementation of various components of the scheme in accordance with their priorities and
the availability of funds.
The Ministry has been consistently advising States/UTs to prioritize the construction of GP
Bhawansby leveraging multiple funding sources and promoting convergence of resources,so
astostrengthen infrastructure and enable the effective functioningof Gram Panchayats.
